We are seeking an experienced Analytics Team Lead with deep, hands-on experience using T-MSIS Analytic Files (TAF) to support a large Centers for Medicare & Medicaid Services (CMS) program.

This is a highly visible, customer-facing role that combines Medicaid data analytics, analytics product development, technical leadership, and stakeholder management . The ideal candidate will have significant experience conducting health services research and analytics using TAF/T-MSIS Medicaid and CHIP data and will be equally comfortable working "in the weeds" with complex data and communicating activities, findings, risks, dependencies, and recommendations to CMS stakeholders and executive-level audiences.

Working within a Lean-Agile environment, the Team Lead will help define analytics product requirements, lead development of analytic solutions, manage dependencies across products and workstreams, and mentor analysts and junior staff. This individual will serve as a bridge between customers, policy/research SMEs, analysts, developers, and leadership to ensure analytics products address customer needs and deliver meaningful, actionable results.

Key Responsibilities

• Lead complex analytics and health services research initiatives using T-MSIS Analytic Files (TAF), Medicaid claims, eligibility/enrollment, CHIP, and related administrative data
• Apply hands-on knowledge of TAF data to guide analytic approaches, interpret results, assess data quality and usability, and identify limitations that may affect research or analytic outcomes.
• Understand and manage dependencies across TAF data, analytic requirements, methodologies, products, development activities, timelines, and deliverables.
• Own and manage analytics product lifecycles, including product backlogs, requirements, product vision, roadmaps, MVPs, and stakeholder feedback.
• Translate customer and research needs into clear technical and analytic requirements for analysts, developers, testers, and other team members.
• Apply policy research, data analysis, visualization, statistical methods, and health services research methodologies to support Medicaid program administration, policy, oversight, and decision-making.
• Identify and resolve complex issues related to data quality, research methodology, analytics product development, and implementation.
• Lead and mentor technical and non-technical staff in the development of high-quality analytics products and decision-support solutions.
• Prepare, review, and present complex analytic findings, reports, presentations, and other deliverables.
• Translate detailed technical and analytical findings into clear, concise information for CMS clients, management, and executive-level stakeholders.
• Serve as a trusted technical advisor to clients, subject matter experts, analysts, developers, and internal leadership.
• Manage and mentor direct reports, monitor work quality and performance, establish goals, and support professional development.

Required Qualifications

• Bachelor's degree and 8+ years of relevant professional experience
• At least 4 years of experience supporting federal and/or state health agencies conducting health services research using Medicaid claims and CHIP data
• Deep, hands-on experience using T-MSIS Analytic Files (TAF) for Medicaid analytics, health services research, policy analysis, reporting, program evaluation, or related work.
• Demonstrated understanding of TAF/T-MSIS data structure, relationships, dependencies, data-quality considerations, limitations, and appropriate analytic use.
• Experience working with Medicaid claims/encounters and eligibility/enrollment data; experience with multiple TAF file types and/or multi-state TAF data strongly desired.
• Experience conducting complex data analyses and using visualization techniques to support data-driven program administration, policymaking, oversight, or health outcomes.
• Demonstrated experience leading technical and non-technical teams within an Agile/Lean-Agile environment to deliver analytics products.
• Experience translating customer needs into analytic and technical requirements and coordinating work across analysts, developers, SMEs, and stakeholders.
• Strong customer-facing communication skills with the ability to move between detailed technical/data discussions and concise executive-level communications.
• Demonstrated ability to identify risks and dependencies, resolve complex analytic issues, and exercise independent judgment.
• U.S. citizen or otherwise authorized to work in the United States and able to demonstrate physical residency in the U.S. for at least three of the past five years.

Preferred Qualifications

• Previous experience supporting CMS and working directly with CMS stakeholders.
• Experience with TAF data quality, multi-state Medicaid analytics, managed care encounter data, or legacy Medicaid Analytic eXtract (MAX) data.
• Experience with analytics product management, including product backlogs, roadmaps, MVPs, and requirements development.
• Experience with SQL, SAS, Python, R, PySpark, Databricks, or similar analytic technologies.
• Experience developing or supporting analytics products used for Medicaid policy, program oversight, health services research, or decision support.

What We Are Looking For

The strongest candidate will bring more than general Medicaid claims experience or familiarity with T-MSIS. We are specifically seeking someone who has personally used TAF data and understands how to work with and interpret it, while also having the leadership and communication skills required to lead analytics products and interact directly with CMS.

This person should be able to move comfortably between detailed conversations with analysts about TAF data, methodology, data quality, and dependencies and discussions with senior stakeholders about what the team is doing, what the results mean, what risks or issues exist, and what actions are recommended.
