• Provides advice and guidance on sensitive mission support issues essential to the organization's success.
• Maintains continuous and effective liaison with internal and external stakeholders.
• Develops policies and procedures that affect the work of experts and major aspects of all mission support related programs.
• Analyzes and evaluates the effectiveness of complex management support and administrative policies, programs and processes.
• Represents the organization through briefings and presentations at meetings and conferences.
• Recommends and implements actions to achieve long term strategic initiatives and program objectives.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/12/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/12/2026.

GS-15 : You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

• Managing and providing clear and effective authoritative guidance for administrative programs (such as position management, budgeting, and facility management) and associated personnel in a dynamic work environment.
• Conducting negotiations or briefings and/or act as liaison on complex, sensitive work-related subjects with both internal and external groups;
• Planning and directing an organization's support programs or related functions in accordance with broad program objectives and established policies;
• Analyzing and evaluating relevant information to identify gaps or shortcomings and to develop policies and make process improvements;
• Leading working groups and studies involving the substance of key mission critical programs.
