DEPARTMENT/PROJECT OVERVIEW

The Boys & Girls Clubs of Greater San Diego (BGCGSD or Clubs) CHANGES LIVES through quality programs and guidance in a safe, affordable, and fun environment. BGCGSD’s mission is to inspire and enable youth to achieve academic success, build good character and responsible citizenship and make healthy lifestyle choices. We have been providing a safe, fun and positive environment at our sites with trained and dedicated professional staff for over 80 years. Members are involved in age-appropriate activities based upon our three priority outcomes of Academic Success, Character Development and Healthy Lifestyles.

POSITION OVERVIEW

Under the direction of the Chief Operations Officer, the Director of Impact & Quality Programs works collaboratively across departments and with internal and external stakeholders to design, implement, and strengthen high-quality program frameworks across all BGCGSD locations. This role is essential to advancing organizational impact, promoting consistent program excellence, and aligning services with strategic goals that support youth, families, and communities. The incumbent is responsible for ensuring compliance with BGCGSD, BGCA, program grants, and other applicable requirements, and for demonstrating KPI progress and success through detailed tracking, reporting, and dashboard development.

Function Name/Tasks

OUTCOME MEASUREMENT

  1. Develop, implement and manage processes, systems and tools to support outcome measurement and evaluation of key programs.
  2. Incorporate research and evaluation efforts and emerging best practices into instructional design to support youth outcomes.
  3. Ensure that project learning and evaluation data are consistently collected and compiled.
  4. Work closely with the COO and Operations team members to develop outcomes research plans and developmental outcome-based programs.
  5. Standardize continuous quality improvement surveys, tools, and systems (working with youth, staff, and family surveys).
  6. Manage the compilation and submission of BGCA’s annual report.
  7. Manage the National Youth Outcomes Initiative for the organization.

RESEARCH & EVALUATION

  1. Maintain current knowledge of trends, emerging practices, and developments in outcome measurement, program evaluation, and organizational impact, including new methodologies and evidence-informed approaches.
  2. Design and support research and evaluation tools, including study protocols, measurement instruments, case report forms, data analysis plans, and final reports or publications.
  3. Collect, analyze, and interpret qualitative and quantitative data to identify trends, generate actionable insights, and inform program planning and continuous quality improvement.
  4. Develop and support standardized listening sessions, surveys, and family engagement opportunities to capture input from youth, families, and school liaisons and inform the implementation of responsive, high-quality programming.

SUPPORT OPERATIONS TEAM

  1. Assist in the evaluation, creation, and implementation of standardized programming, systems, supplies, and vendors.
  2. Summarize and disseminate findings in ways that are understandable and actionable for various stakeholder groups, including BGCGSD staff, board of directors, Club leadership, volunteers and external audiences.
  3. Develop, monitor, and present a KPI tracking system and monthly dashboard to ADA, organizational impact, and strategic plan initiatives.
  4. Partner with Operations staff to better understand participant needs, adapt evaluation tools, and customize outcome research materials to support program quality and impact.
  5. Serve as a point of contact and support the planning and implementation of key organization-wide events, including You Go Girl, Summer Games, Back to School, and other initiatives as assigned.
  6. Develop and provide training, guidance, and resources to strengthen staff understanding and application of outcome measurement practices.
  7. Support the oversight, coordination, and placement of in-kind donations to ensure resources are aligned with program and site needs.
  8. Identify, cultivate, and strengthen community program partnerships that expand opportunities for youth and support increased average daily attendance.
  9. Conduct community outreach to build relationships, promote program visibility, and support engagement with families, schools, partners, and community stakeholders.
  10. Conduct site visits to observe programming, monitor quality, provide feedback, and support continuous improvement across Club and school-based locations.

PROGRAM GRANT COMPLIANCE

  1. Ensure compliance with all applicable program grant requirements, sponsoring agency expectations, grantor regulations, contractual obligations, and internal BGCGSD policies.
  2. Prepare accurate, timely, and comprehensive internal and external program grant reports that require independent judgment, initiative, and a strong understanding of organizational practices, accounting processes, and funding agency requirements.
  3. Use established grant management systems and related data tools to monitor program grant awards, track required deliverables, support reporting timelines, and maintain grant compliance documentation.
  4. Review and audit program grant processes, providing guidance, interpretation, and support related to applicable contractual, regulatory, and programmatic requirements.
  5. Develop and deliver training, resources, and technical assistance to strengthen staff understanding of program grant requirements and support consistent implementation across sites.
  6. Routinely travel to Club and school-based sites to conduct program grant audits, review documentation, and evaluate compliance with applicable federal and state laws, grant requirements, and BGCGSD policies and procedures.
  7. Identify areas of noncompliance and issue or support corrective action plans to address findings, strengthen program grant performance, and promote ongoing accountability.

SAFETY & WELLNESS

  1. Ensure a safe, clean, and welcoming environment for all youth, staff, and visitors by consistently enforcing safety protocols and organizational policies.
  2. Be proactive in identifying and reporting any safety concerns or maintenance requirements to ensure a safe working environment for everyone.
  3. Participate in safety drills and contribute to ongoing risk assessment and emergency preparedness efforts.
  4. Contribute to the ongoing improvement of Club safety and wellness policies and procedures across the Club.

ADDITIONAL RESPONSIBILITIES

  1. Participate on cross-functional, cross-departmental project teams, as assigned.
  2. Perform other duties as assigned.

SPECIAL CONDITIONS OF EMPLOYMENT:

  • Successful completion of pre-employment background check
  • Maintains compliance with the organization's drug-free workplace policy
  • Valid Driver’s license and verification of insurance
  • Occasional weekends and evenings in support of fundraising events, committee meetings, trainings, and activities
  • CPR & First Aid Certification

QUALIFICATIONS

  1. Minimum of five (5) years or more of relevant experience in youth-serving programs, program evaluation, outcome measurement, quality improvement, program development, or a related field required.
  2. BS from an accredited college or university required.
  3. Verified skills in program development and assessment; strong leadership, analytic and methodical in approach to problems, excellent judge of character, highly motivated and results driven required.
  4. High level of competency in successful utilization of technology and applications for assessment and research required.
  5. Demonstrated experience developing and managing the creation of impactful qualitative and quantitative data visualizations across multiple projects for a variety of audiences required.
  6. Ability to work well in a fast-paced, collaborative environment; exercise good judgment, political acumen, and thorough organizational and prioritization skills required.
  7. Excellent computer skills; proficiency in using Microsoft Office suite (Word, Excel, Outlook); experience in scheduling and maintaining multiple calendars required.
  8. Aptitude to work well under pressure with multiple time constraints and changing deadlines. Must be able to work in an environment with shifting priorities and frequent interruptions required.
  9. Developed work ethic to be responsible, accountable; independently follow up, complete tasks, anticipate needs and meet deadlines in a professional manner with accuracy and on schedule required.
  10. Excellent interpersonal skills and proven ability to effectively communicate in a professional manner. Verified oral and written command of the English language required.
  11. Aptitude to assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization required.
  12. Strong organizational skills with the ability to work independently, prioritize tasks, organize time efficiently, judge information and meet deadlines and to initiate and track routine independent short and long range projects to completion required.
  13. Demonstrated presentation skills and experience conducting training, workshops and seminars to various audiences. Knowledge of coaching strategies, and program evaluation techniques required.
