Leidos has a direct placement for a Leidos Airport Site Lead to provide technical, and project management support to the Security Equipment Deployment Services (SEDS) for the TSA Deployment and Sustainment Division (DSD). This position encompasses the full project lifecycle management as the site lead / project manager. The position involves site surveys/validations, risk identification and mitigation, coordination, communication, report development, drawing review/comment, construction management / oversight, schedule development and tracking, applying for and closing out local/state construction permits, subcontractor oversight, installation oversight, test witness, and project sell-off / close-out of security systems related to the checkpoint equipment deployments at federalized airports throughout United States. The position will support the TSA SEDS program to maintain, upgrade, and move the established airport security system to the next generation of capability. Primary Responsibilities Provide project planning, coordination and technical advice to facilitate checkpoint security screening equipment installations, removals, and relocations. As required to obtain and maintain, for the life of the project, an airport badge with escort privileges for each airport within their responsibility. Keep the CP DC informed on project progress and issues to avoid negative impacts to schedule, cost, and/or performance. Inform the CP DC and the TSA Design Team of any new airport/airline projects. As directed by the CP DC, shall be required to conduct site surveys of potential projects. Site Lead support includes, but is not limited to, the following: Pre-deployment Coordinate, monitor and report project schedule activities and execution between stakeholders. Attend internal and external TSA meetings, as required. Coordinate and attend meetings between project stakeholders to include IPT calls. Contractor shall provide deployment activity summary prior to meeting. Assess progress against the project schedule and report any variances that may create risk to schedule, cost, or performance of the project’s critical path. Track project activities related to installation of checkpoint security screening equipment to ensure timely delivery and installation of equipment to the site. Coordinate shipments of screening equipment with peripherals and FF&E with all project stakeholders. In the event of a checkpoint relocation, evaluate existing FF&E to determine what FF&E can be moved and what additional FF&E is required in the new checkpoint. Coordinate with DCs to ensure accurate accounting of FF&E in associated ReMAGs. Ensure the following: Equipment Request order forms (ReMAG) are created or updated once project scope is finalized. DD-1149 forms are completed and provided to the APM or other TSA Property point of contact (POC). The Contractor shall submit a Test Readiness Notification (TRN) to the CP DC 10 days prior to testing. Federal POC (DC, COR, etc.) must submit TRN to ATSA. TRN requests should include read receipts and all necessary SEDS, DSD, Program Executive Office (PEO), and OEM stakeholders. Coordinate with Local TSA, TSA HQ, and other site POCs leading up to the equipment delivery date to ensure proper equipment handling, in accordance with OEM guidelines and industry best practices, delivery, badging, permitting, and storage of screening equipment and peripherals. Provide a detailed hourly schedule for each day of deployment at least two weeks prior to onsite work. Deployment and Testing Provide on-site support during the delivery and removal of screening equipment. Provide pictures of before and after checkpoint deployment within five business days of completion. Pictures should be loaded in TSA iShare repository. Coordinate the implementation phases from shipping through operational status, to include timely shipments, delivery, installation, integration, and removal of TSA security screening equipment in accordance with the project schedule. Oversee the delivery, rigging and placement of the screening equipment. Coordinate the removal or disposal of excess equipment as directed by the CP DC. Oversee the installation and integration of the screening equipment. Support scheduling activities for the ORT, SAT, and ISAT. Confirm test readiness 48 hours in advance of test with ATSA. The Site Lead shall observe and support testing activities. If OEM cannot resolve issues with testing within 24 hours, then the OEM will need to re-test and resubmit a new TRN. The contractor shall notify DC/COR of any challenges with the testing event. The OEM will reschedule event. ATSA will communicate successful test events with DSD. DSD Federal POCs will communicate ALL testing statuses with local TSA. De-installations and Closeout Coordinate and provide oversight during the removal of checkpoint security screening equipment. Ensure completion of the DD-1149 and decommission checklist by the OEM technician, or OEM certified technician, at the time of decommission. Submit completed decommission checklist to DCs within five business days. Ensure all TSA and OEM guidance for cleaning and packaging of equipment is followed. Coordinate and oversee the removal of dunnage from the checkpoint and ensure the space is ready for live passenger screening at the completion of work. Perform site restoration as needed to ensure that the checkpoint is returned to the same or better condition. If it is discovered that the restored space/site was not returned to the same or better condition, the Contractor shall return and restore the space to its original or better condition at their own expense. The successful Site Lead candidate will be a self-starter with high energy and initiative to easily adapt to dynamic, fast-paced work environments. Physical work locations may vary depending on the assigned airports and the deployment schedule. This position requires up to 75% travel to airport locations as assigned. Some work may require non-standard work shifts (during evening or weekends) to accommodate TSA requirements for minimal disruption to airport operations. Develop agendas and lead conference call meetings including ad hoc (periodic as requested by TSA or Leidos), weekly, integrated project team (IPT), and installation readiness (so called Go / no go) meetings. Be well organized, take meeting minutes and disseminate to the team as required. Be able to multi-task in a fast paced, exciting environment. Be very responsive to Leidos, TSA and other stakeholders request for information, schedule updates, status reporting and forward planning. Be proactive and look forward in time to be fully prepared for future activities. Punctuality is mandatory; always be on-time or ahead of schedule as the site lead is typically the lead for various elements of their projects. Minimum Required Qualifications Bachelor’s Degree and 8 years of experience or Master’s Degree and 6 years of experience. Eight years of additional related experience may be substituted for a BA/BS degree. Three (3) years of Project Management experience, two (2) years of which occurred in an airport. Demonstrated experience as a Project Manager (preferably construction management) with on-time, on-budget projects, taking into consideration complexities and schedule history for comparable projects. Experience working with multiple stakeholders on a single project. Experience in planning and the formulation of design alternatives and solutions for construction projects. Management experience on work performed by field staff and subcontracting firms. Experience in resolving compliance issues with federal, state, and local authorities on design specifications. Thorough understanding of airport construction practices, processes, standards, and their impact on project activities. This includes an understanding of floor loading, electrical infrastructure, seismic requirements, and rigging complexities. Familiarity with the Checkpoint Requirements and Planning Guide (CRPG) for Checkpoint operations. Self-starter with the ability to work independently with a cross-functional team. TSA vetted (current or in the past). Additional Desired Qualifications TSA experience in the field at a checkpoint, baggage, or security outpost. Transportation Security Equipment (TSE) deployment management experience in the Central Region of the United States. Professional certifications (i.e., Licensed PE, PMI® PMP, or General Contractor License) is a plus. Knowledgeable of MS Project or other scheduling tools. Demonstrative ability to effectively work with, coordinate/make assignments, and manage multi-disciplined teams of technical and project management professionals and interact as the liaison with the customer and stakeholders. Pay Range $73,450.00 - $132,775.00. The Leidos pay range for this job level is a general guideline only and is not a guaranteed compensation or salary.
