JOB SUMMARY

Under general supervision, oversees the construction, repair, and maintenance of the water distribution and wastewater collection systems while leading, supervising, and evaluating crew members. Conducts CCTV inspection of the wastewater collection system and coordinates water distribution valve operations, utility locates, and leak investigations. Review construction plans, acts as a liaison between city departments for new water and wastewater projects and provides pre-construction evaluation and planning. This role is pivotal in ensuring the safe delivery of drinking water from source to tap through meticulous attention to detail.

ESSENTIAL JOB FUNCTIONS:

• Responsible for the selection, hiring, evaluation, and discipline of multiple subordinates.
• Provide technical guidance, training, and mentorship to crew members.
• Plan and organize daily work assignments for the crew.
• Investigate and troubleshoot the water distribution and wastewater collection system based on internal and external customer requests
• Perform operations, maintenance, repair, and installation of the water distribution and wastewater collection infrastructure and appurtenances.
• Document and maintain accurate records of work activities, including materials used, work order/task completion, work management system operation, Geographic Information System (GIS) data retrieval and updates, and daily logs.
• Operate CCTV (Closed-Circuit Television) inspection equipment, interpret inspection data and score utilizing National Association of Sewer Service Companies (NASSCO-PACP, MACP, LACP) guidelines.
• Collaborate with engineers and project managers to schedule and prioritize tasks for new construction, renewal and rehabilitation projects.
• Coordinate activities with other city departments, contractors, and consultants.
• Perform valve exercise operations and maintenance to gather asset data and Global Positioning System (GPS) coordinates for mapping.
• Complete utility line locates for departmental operations and repair, contractor projects approved by permitting, and other city department work in the right-of-way.
• Ensure public, employee, and environmental health and safety by adherence to federal, state and local laws and regulations.
• Communicate effectively with team members, supervisors, management, and other stakeholders.
• Participate in regular meetings to review progress, challenges and identify opportunities for improvement.

OTHER JOB FUNCTIONS:

• Oversee the maintenance and upkeep of equipment and vehicles utilized in water and sewer system operations. Coordinate regular inspections, repairs, and servicing to ensure optimal performance and safety compliance.
• Manage inventory levels of materials, tools and supplies necessary for maintenance and repair activities. Coordinate with Operations Support the procurement of supplies as needed to ensure timely delivery for scheduled work.
• Identify training needs and opportunities for continuing education and skill development your crew members to maintain required state level certifications.
• Assess subordinates' knowledge, skills and abilities as required by the City of Arlington Water Utilities, Field Operations Skill Proficiency Booklet.
• Serve as a point of contact for customer service inquires, service requests, and complaints related to the water and sewer system. Coordinate responses and solutions to address customer concerns promptly and professionally; some customers may be adversarial.
• Attend pre-construction, pre-bid, construction progress, and final walk-through meetings for development and capital improvement projects.
• Performs water quality functions, such as flushing, sampling and testing for chlorine residuals to ensure regulatory compliance with the Texas Commission on Environmental Quality (TCEQ).
• Stay informed about relevant regulations and standards governing water distributions and wastewater collections system operations. Ensure compliance with environmental regulations, health codes, and permit requirements in all work activities.
• Coordinate emergency response to address emergencies such as water main breaks, leaks, hit hydrants, and sanitary sewer overflow (SSO) incidents. Implement protocols to mitigate risks to protect public health and safety.
• Identify opportunities for process improvements, cost savings, and efficiency enhancements.
• Communicate effectively with internal and external stakeholders, including residents, businesses regulatory agencies, and elected officials.

MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required:

• Knowledge of water distribution and wastewater collection system infrastructure, including water mains, water services, valves, hydrants, sewer mains, sewer services, manholes, cleanouts, pumps and treatment facilities.
• Knowledge of office and administrative practices and procedures.
• Knowledge of installation, maintenance and repair techniques for water distribution and wastewater collection systems.
• Knowledge of basic math concepts for measurement, calculations, and material estimation.
• Understanding of safety protocols and procedures related to working in confined spaces and trenches, handling hazardous materials, and operating heavy machinery, including backhoe/loader, tandem axle dump trucks, wheeled loader, track hoe, CCTV truck, and combination jet-vac sewer equipment.
• Technical skills to operate and maintain equipment used in water distribution and wastewater collection system maintenance and repair.
• Skill with organization and attention to detail.
• Skill in using PC Software including current Microsoft Office Suite of applications.
• Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
• Skill with problem solving skills to identify issues troubleshoot problems and implement solutions in a timely manner.
• Ability to physically perform tasks requiring lifting, bending, kneeling, stooping, pushing, pulling, squatting, twisting, walking, and working in various weather conditions.

Qualifying Education and Experience:

• High School Diploma/GED
• At least 18 years of age Five (5) years minimum experience in a municipal water distribution and wastewater collection system or privately owned utility operation
• Possession of a Class A Texas Commercial Driver's License with tanker endorsement
• Possession of a Class III TCEQ Wastewater Collection System Operator License
• Possession of a Class C TCEQ Water Distribution Operator License and the ability to obtain a Class B with 6 months.

PREFERRED QUALIFICATIONS
Knowledge, Skills and Abilities Required:

• Knowledge of computerized maintenance management systems or other software utilized for scheduling, inventory management, asset management, and work order tracking
• Knowledge of software tools for processing and managing sewer inspection data, such as Wincan or IT Pipes
• Experience with sewer televising and scoring techniques, familiarity with industry standards and protocols, such as NASSCO PACP, MACP and LACP.
• Knowledge of effective leadership and supervisory techniques.
• Preferred Education and Experience:
• Two (2) years as a Crew Chief, Crew Leader or equivalent in a municipal water distribution and wastewater collection system or privately owned utility operation.
• Possession of a Class B TCEQ Water Distribution Operator License.
• Certification or training in sewer condition assessment methodologies and techniques, such as NASSCO's Pipeline, Lateral, and Manhole Assessment Certification Program or equivalent.
• Workplace safety certifications, such as OSHA 30-hour construction Safety.
