Certified Phlebotomist II - Per Diem Pool

Description Under supervision, Per Diem Certified Phlebotomists perform phlebotomy tasks in the VCMC Clinical Laboratory and assist with general laboratory operations as needed. The Ideal Candidate Detained by an experienced and detail‑oriented professional with a strong background in acute care hospital and laboratory settings. The candidate demonstrates proficiency in a wide range of phlebotomy procedures, ensuring accurate specimen collection while adhering to established safety and quality standards. They are adaptable, reliable, and able to work efficiently in fast‑paced clinical environments, maintaining a high level of precision and patient care. The successful candidate communicates effectively and fosters positive, professional relationships with subordinates, co‑workers, physicians, and patients, inspiring confidence through competence, compassion, and commitment to excellent service. Per Diem Pool Classification The Per Diem Pool (PDP) classifications differ from the Regular classifications in that incumbents receive limited benefits. Incumbents may receive shift differential, standby and callback premium pay and participate in the Ventura County Employees' Retirement Association if assigned a biweekly work schedule of 64 hours or more. Incumbents hired into these positions are not guaranteed any specific number of work hours per biweekly pay period, and management may relieve them from duty when there is insufficient work. Educational/Bilingual Incentive Educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate’s, Bachelor’s, or Master’s degree that is not required for the classification. Potential bilingual incentive depending on operational need and certification of skill. Department / Agency Health Care Agency – Ventura County Medical Center. Union Representation Certified Phlebotomist II – PDP is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation. Benefits for Per Diem Pool employees are outlined in the SEIU Memorandum of Agreement, Article 37. Schedule and Dates Opening Date: 5/7/26. Closing Date: Continuous; the schedule will depend on receiving sufficient qualified applications. Examples of Duties Performs venipuncture and capillary collection on inpatients and outpatients of all ages on all wards. Prepares materials and equipment necessary for phlebotomy. Stocks phlebotomy trays and storage areas, keeping the work area clean. Answers the telephone, takes messages, and relays requests for blood draws. Enters patient demographics and requests into the laboratory computer. Assists in the delivery of specimens to departments and prepares specimens for referral. Performs other related duties as required. Qualifications These are entrance requirements for the exam process and ensure neither continuance in the process nor placement on an eligible list. One (1) year of recent experience in a hospital laboratory performing full phlebotomy duties and responsibilities. Necessary Special Requirements Must possess and maintain a valid Phlebotomy Certificate issued by the California State Department of Health Services. Must be willing and able to work rotating weekends as needed. Desired Bilingual (English/Spanish). Knowledge, Skills, and Abilities Utilize proficiently procedures and methods of phlebotomy service in an acute care hospital and outpatient laboratory. Communicate with and maintain the confidence of subordinates, co‑workers, physicians, and patients.
