Employee Relations Consultant

Under the general direction of the Employee Relations Manager in the Human Resources & Support Services Branch (HRSS), Employee Relations Office (ERO), the Employee Relations Consultant serves as the Department's lead subject matter expert for the day-to-day activities related to performance management, progressive discipline, labor relations, telework, and may serve as lead analyst, providing guidance and training to lower-level analysts within the unit. The Consultant also works in collaboration with the Manager to build an effective Labor Relations and Performance Management Unit within the California Energy Commission (Commission). This position has the primary responsibility for performing the more varied, complex, technical, and analytical performance management, labor, and telework-related work. The Consultant works in close partnership with department division management and other HRSS staff on performance matters and provides quality service to department divisions. The Consultant is required to communicate effectively, evaluate and prioritize workload, work alone and/or in a team environment with the Manager and ERO staff, use personal office equipment, including software applications (MS Word, Excel, Outlook, etc.) in the performance of the duties and responsibilities.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date.

Department Information The CEC was established by the Legislature in 1974 to address energy challenges facing the state. The California Energy Commission seeks a/an Analyst III in the Administrative and Financial Management Services Division / Human Resources & Support Services Branch / Employee Relations.
