JOB SUMMARY

The Native Village of Kotzebue Tribal Council ascribes to self-determination, and the Executive Director shall act accordingly on behalf of, and for, the Native Village of Kotzebue Tribe. Under the direction of the Native Village of Kotzebue Tribal Council, the Executive Director is responsible for articulating the policies and strategic vision of the Tribal Council to the organizational components of the Kotzebue Tribe.

The Executive Director accomplishes the Tribe’s strategic objectives by serving as lead staff person to the Tribal Council. Directs and oversees implementation and oversight of all Tribal Council directives, administration of all program grants, management of Tribal Government programs and staff, and fiscal management of the Tribal budgets to assure compliance with program guidelines and audit compliance.

ESSENTIAL FUNCTIONS

  • Articulates the goals and objectives of the Native Village of Kotzebue Tribe, as identified by the NVOK’s Tribal Council, to tribal staff.

  • Provides leadership in the development and continuous evaluation of short-and long-term strategic objectives; evaluates and advises on the impact of long-range planning and introduction of new programs, strategies, and regulatory action; and evaluates risk for proposed projects.

  • Works with internal and external groups to develop programs to secure and encourage support in the implementation of relevant programs; develops specific recommendations to address Tribal needs.

  • Contributes to the Tribe’s effectiveness by offering information and opinion as the senior member of the executive management team; by integrating objectives with other functions; and by accomplishing related results as needed.

  • Ensures Tribal Council members are kept fully informed of the conditions and operations of the Village and on important influencing factors.

  • Attends regular meetings as invited by the Tribal Council.

  • Plans, formulates, and recommends the approval of the Tribal Council’s basic policies and programs that will further the goals and objectives of the Tribe.

  • Develops, for the purpose of daily administration, specific policies, procedures and programs to implement the directives from the Tribal Council.

  • Oversees the operation of all tribal departments, including reviewing and evaluating the results of program activities; ensuring contractual obligations are fulfilled; and allocating resources for greater program effectiveness and efficiency.

  • Serves as facilitator in the negotiation of grants and contracts with federal, state, and other agencies.

  • Executes contracts, grants, and commitments as authorized by Tribal Council.

  • Protects legal interests and maintains tribal operations within the law, retains and works with counsel to obtain opinions or address claims and litigation.

  • Plans and administers official Village and staff meetings.

  • Establishes a sound organizational structure for the Tribe’s central office and administrative operations.

  • Directs and coordinates approved programs, projects, and major activities of the staff.

  • Maximizes staff performance by clearly defining duties, establishing performance standards, conducting performance reviews and recommending competitive salary structure.

  • Serves as a liaison to all governmental departments, programs, advisory committees, and Tribal Council.

  • Maintains contact with staff, Tribal Council, and the public to the greatest degree possible.

  • Acts as oversight to all program advisory committees and monitors committee activities.

  • Facilitates and oversees the development and implementation of departmental budgets and ensures departmental budget compliance; consolidates departmental budgets into an organization- wide annual operating budget and presents the annual operating budget to the Tribal Council for approval.

  • Oversees and approves expenditures.

  • Facilitates management meetings and provides regular updates to Tribal Council.

  • Safeguards all funds, physical assets, and other property of the Tribe.

  • Oversees total expenditures of all programs and grants administered through the Tribal government.

  • Manages grants and contracts through supervising the work of all staff involved in grant and/or contract management.

  • Directs the administration of all Tribal Operations office and ensures proper interpretation and fulfillment of all his/her functions, responsibilities, authority, and relationships.

  • Ensures programs are in compliance with tribal and other governmental regulations, ordinances, laws, grants, policies, and other guidelines.

  • Prepares comprehensive and concise verbal and written reports for internal and external use.

  • Establishes and maintains an effective system of communication within the organization and builds and fosters effective working relationships with others.

  • Represents the Village at national, state, and local meetings/conferences to promote and explain the Tribe’s objectives.

  • Stays current and knowledgeable on relevant regulations and trends related to HR, Payroll, and general financial matters.

  • Builds and fosters effective working relationships with others.

  • Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.

  • Performs other duties as required or assigned.

SUPERVISORY RESPONSIBILITY

  • Manages the work of the Deputy Executive Director, Finance Director, Executive Manager, Environmental Director, TFS Director, Housing Director, Enrollment Director, Realty Director, Transportation Director, Nikaitchuat Director, and ARPA Manager.

  • Carries out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws.

  • Improves staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; and providing and participating in educational opportunities.

  • Hosts and participates in regular meetings to ensure effective communications about Village matters.

  • Maintains a positive work environment by motivating team members, fostering teamwork, and addressing and resolving conflicts.

  • Oversees and enforces adherence to administrative and personnel policies and procedures.

  • Develops techniques and standards for evaluation of departmental activities.

  • Maintains comprehensive knowledge of all departmental functions.

  • Assumes and exercises signing authority for payroll and procurement for the department.

  • Serves as a contact person for vendors, contractors, and other business partners.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Public or Business Administration, Human Resources, Finance, or related field.

  • Five (5) years of experience in increasing responsibility in an administrative capacity, including business development, management, supervision, and organizational leadership.

  • Five (5) years of supervisory experience.

  • A combination of relevant education and experience may be considered.

  • Must obtain and maintain the state of Alaska Child License Administrator certification.

  • Valid driver’s license is required.

  • Must be able to successfully complete a background investigation and drug test.
