SummaryThe Maintenance Superintendent for SENY Transmission will oversee various electrical and mechanical maintenance groups tending to underground cable systems, relay protection and control systems, oil-filled equipment, and various underground transmission and substation facilities throughout NYPA’s Southeast New York (SENY) territory. The Superintendent will be responsible for instilling a zero-harm culture, collaborating with NYPA EH&S to develop human performance initiatives, and working with corresponding section leads to develop region-specific maintenance procedures and third-party partnerships with Collective Bargaining Units and contractors to allow for safe work on assets. The Superintendent will maintain a broad outlook, handle projections, and manage resources and budgets related to T2035 workstream initiatives, including facility buildouts. These buildouts include a new Maintenance Center and outfitting substation facilities with the tools and test equipment required for safe asset maintenance. The Superintendent will have overarching responsibilities for region specific headcount, onboarding protocols, team-talent development, and training programs centered around safe maintenance practices. The Superintendent will lead maintenance responsibilities related to SENY Transmission’s current and future asset base by working with Asset Management to ensure the accuracy of region-specific risk profiles, projects, and plans. The Maintenance Superintendent will work with corresponding section leads to ensure regulatory, statutory, and asset management functions remain within internal and external stakeholder compliance (i.e., NERC, NPCC, OSHA). The Maintenance Superintendent will assist in meeting organizational Key Performance metric targets regarding mis-operations, accidents, injuries, and O&M and Capital budgets.ResponsibilitiesManage and develop employees including performance management, salary administration, succession planning and workload balancing. Identify and recommend department staffing level requirements.Support the implementation of the Bargaining Unit agreement, to ensure the availability of an effective workforce pursuant to the agreement. Work with First Line Supervisors and Labor to develop bargaining unit employees, administer discipline to correct behavior, handle Step B grievance meetings, etc.Develop and prepare short- (1-2 yr), mid- (5-6 yr) and long- (10 yr) term plans that are included in the Regional Asset Management Plan. Direct and/or prepare records for submission of administrative, operating, maintenance, O&M and capital budgets, and other reports.Conduct on-going risk analysis using key risk indicators and other risk identification methods considering both likelihood and impact of risks; develop formal risk response plans for risks above accepted risk appetite levels as prescribed in the Asset Management Risk FrameworkIdentify, prioritize, and initiate projects originating from the Regional Asset Management Plan (RAMP) that are strategic improvements to the Asset Management Plan, or that mitigate risks associated with current assets.Through the Utility Operations Project Portfolio (UOPP) gated workflow process, evaluate project options for asset optimization giving due consideration to risks, costs and expected performance. Assist with developing business cases with cost/return analysis evaluating the benefits and risks of proposed solutions/additions.Support development of the site capital and non-recurring O&M plan and participate in the UOPP process. Provide site support for execution of the plans, where applicable.Provide leadership, motivation, and collaboration, critical for successful NYPA asset management.Lead, manage and drive the use of digital systems (Maximo, APM, DataSplice, GADS) to their fullest extent.Promote the goals and benefits of Asset Management, and develop "line of sight" awareness through training and other communications such as "Asset Savvy" channels (e.g., the quarterly magazine, digital signs, etc.)Administer and enforce adherence to NYPA Asset Management policies and procedures with a focus on NYPA Configuration Management.Enhance communication between departments within NYPA through building relationships with stakeholders.Interface with WPO Energy Resource Management, WPO Engineering, Project Management and other departments outside Utility Operations.Provide Senior Management with status of the operations/maintenance activities on a readily available basis, assessing work progress and recommending alternate plans.Appropriately plan for contingencies during inclement weather, system/equipment incidents/emergencies.Develop skills and pursue opportunities to fill in for Regional Manager.Knowledge, Skills and AbilitiesStrong leadership, personnel management, project management, and asset management skills.Excellent interpersonal, communication, organizational, and negotiating skills. Ability to influence people at all levels to achieve NYPA’s and Operation’s key strategic objectives.Ability to manage a diverse workforce that includes management, union, and contracted labor.Ability to understand, identify and resolve conflict. Conflict can involve labor, technical, operational, and financial issues.Ability to effectively tie together the daily operational/maintenance tasks and emergent activities to the overall annual goals of the department to provide cohesive directionA working knowledge of Financial Statements to understand revenue and expense streams, and how the department can enhance revenue or reduce expensesAbility to construct and issue reports for production, compliance, budgets, and long-term projects. Ability to organize and present technical and budgetary project proposals to senior management.A thorough practical and theoretical knowledge of the machinery and processes necessary to run the generation and transmission business.A working knowledge of how NYPA interacts with other utilities, regulatory agencies, customers, and other outside organizations. Maintain a working knowledge of NYPA local, regional, and corporate policies and procedures.Proficient with computer applications, including Maximo, Microsoft Office Suite (Excel, Word, Project, Outlook, PowerPoint) and Teams, and computer-based planning & scheduling software.Education, Experience and CertificationsBachelor’s degree in Electrical, Mechanical, Civil, Engineering or equivalent (Construction Management, etc.) technical disciplineMinimum of 7 years of experience in the electric utility power plant operations or related industry, or 4 years military background with some utility experienceDemonstrated experience successfully collaborating on multi-department or multi-site project(s)Demonstrated experience successfully developing a diverse collaborative team.Minimum 3 years experience managing teams or projects. 5 years supervisory experience with union and salaried staff preferred.Clearance Holder/Requester (Lockout/Tagout) experience, preferred.P.E. License, preferred.Physical RequirementsUp to 20% travel primarily within NY State. Protective equipment must be worn in the performance of some duties. Work with hazardous materials may be required. Ability to access all areas of the plant and conduct physical evaluations of grounds and equipment including ability to climb and work at high elevations.Ability to perform physically demanding work while wearing a respirator. Extended working hours with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions.
