Project Manager - Enterprise Technology

Job Summary:

The Enterprise Project Manager will lead and support complex, multi-stakeholder technology projects from initiation through closure, ensuring clear requirements, well-defined scope, effective communication, and disciplined execution across strategic and tactical IT initiatives. This role involves strong business analysis capabilities and collaboration with cross-functional teams to deliver successful project outcomes. Responsibilities:

• Lead end-to-end project delivery including scope, schedule, budget, risk, quality, communication, and resource coordination.
• Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
• Manage cross-functional teams including internal IT, vendors, SMEs, and agency partners.
• Facilitate work sessions to validate scope, requirements, and deliverables while maintaining alignment with sponsors and stakeholders.
• Identify risks and issues and recommend or implement mitigation strategies.
• Support procurement processes such as RFPs, SOWs, and vendor oversight.
• Ensure compliance with agency policies, security requirements, and project governance frameworks.
• Lead structured requirements elicitation through interviews, workshops, journey mapping, and data analysis.
• Document clear, testable business, functional, nonfunctional requirements, user stories, and acceptance criteria.
• Define current-state and future-state processes and data flows; quantify KPIs and business value.
• Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
• Evaluate build-versus-buy options and support creation of diagrams/models for integration patterns.
• Develop change management and communication plans.
• Coordinate User Acceptance Testing (UAT), cutover activities, and readiness planning.
• Support post-launch adoption using metrics and user feedback.

Required Skills & Certifications:

• Minimum 7 years of project management experience on moderate-to-high complexity initiatives.
• Demonstrated experience in business analysis and process redesign.
• Minimum 5 years managing IT, regulatory, compliance, or enterprise-level initiatives.
• Bachelor's degree required.

Preferred Skills & Certifications:

• Ability to simultaneously manage multiple work efforts.
• Strong schedule management and resource planning skills.
• Ability to identify, map, and re-engineer business processes.
• Integrated Master Schedule skills.
• Power BI and/or data dashboard skills.
• PMP, PMI-ACP, or comparable certification preferred.

Special Considerations:

• Must ensure compliance with agency policies and security requirements.
• Role involves coordination with multiple stakeholders including vendors and agency partners.

Scheduling:

• 40 hours per week.
• 12-month contract with possibility of extension.
• Interview process consists of one virtual/online round.
