Program Assistant - Eligibility/Fiscal Specialist CCAP Full Time | Toms River Office, Toms River, NJ, US Salary: $32,760 per year Benefits: Medical, Dental, FSA, Life/LTD, PTO, 403(b) Location: 1433 Hooper Avenue, Toms River, New Jersey 08753 Education Requirements: Position requires a minimum high school diploma; prefer a two-year college degree or other additional training beyond high school. Work Experience Requirement: Two to three years proven experience working in a professional office environment. Primary Job Responsibilities Follow contract driven customer service techniques so that parents and providers receive appropriate technical assistance. Maintain complete NJCK cases. Assimilate the regulations and procedures under which these programs operate. Assess program eligibility for any CCAP case, including the Kinship program. Write and send preliminary and final agreements. Learn state software (CARES; EPPIC). Enter child care agreements onto CARES. Update client addresses in CARES and NDS for accuracy. Utilize NDS for client information, technical assistance entries and general case documentation. Accurately track and act on all paperwork due dates. Learn the process of re‑determinations and issuance of termination notices as necessary. Monitor parents who have had their child care subsidies suspended or terminated due to program violations. Manage child care problems and/or complaints from providers. Communicate effectively with parents regarding program regulations. Communicate effectively with providers regarding program regulations/payment issues. Conduct payment analyses to resolve payment discrepancies. Advise providers about payments made. Review periods of service with providers so attendance logs can be created for payment purposes. Show due diligence to prevent duplication in the issuance of vouchers to providers. Distribute pertinent information to providers about discrepancies (e.g., denial or issuance of attendance logs). Maintain database of attendance logs issued for agency use. Continue to update the client caseload database. Update all subsidy databases as directed by management. Create attendance logs as needed for payment. Calculate payments for adjustments and enter adjustments in EPPIC (E‑child care software). Enter attendance logs on EPPIC for payment to child care providers. Manage complaints from providers regarding payments. Distribute all pertinent information to providers about discrepancy requests. Secondary Responsibilities Cover receptionist’s break/lunch daily. Assist in covering the reception area when the receptionist is out for one or more days. Answer telephone calls and direct them to the appropriate staff members. Post mail and open delivered mail, placing it in staff mailboxes. Perform other duties as assigned by supervisor. Knowledge of administrative and clerical procedures and systems such as Microsoft programs, managing files and records, and other office procedures and terminology is required. Flexibility to perform a range of tasks and the ability to work independently as well as within the unit is needed. Excellent computer skills and knowledge of Microsoft Office Suite are required. Employees must have good people skills and a pleasant telephone manner. A valid driver’s license is required as travel may be necessary.
