Position Highlights Full time, 40 hours per week Monday through Friday schedule First shift, 8 am to 4:30 pm The Office of Early Childhood is located at 450 Columbus Blvd in Hartford, CT Hybrid role – combination of in‑office and telework The Role The Azure Solutions Engineer is a senior role. You will provide architectural leadership and technical direction for OEC’s application ecosystem, ensuring that systems are secure, scalable, and aligned with enterprise standards. This position is responsible for guiding cloud‑based application design, supporting modern development practices, and ensuring the reliability and performance of mission‑critical applications. The ideal candidate is a hands‑on technical leader with deep expertise in Azure cloud services, .NET application architecture, and enterprise application modernization. Responsibilities Lead and coordinate multiple software development teams delivering enterprise applications and technology solutions. Plan, assign, and monitor development activities to ensure timely delivery of projects and enhancements. Review and approve solution designs, technical specifications, and application architectures. Oversee development, testing, deployment, and support of web applications using Microsoft technologies. Lead implementation of cloud solutions using Microsoft Azure services. Oversee development of integrations with internal and external systems using APIs and related technologies. Support Agile delivery processes including backlog management, sprint planning, and release planning. Oversee implementation and maintenance of CI/CD pipelines and deployment processes. Coordinate application support, incident resolution, and production deployments. Collaborate with business stakeholders to prioritize work and define solution requirements. Manage vendor‑delivered development activities and technical deliverables. Evaluate and implement automation, reporting, and AI‑based solutions to support business operations. Minimum Qualifications – General Experience Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT‑related field. Minimum Qualifications – Special Experience One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in such areas as: assisting in the design, implementation and management of a major communications network; providing technical and administrative support for a wide area network (WAN) or mini‑computer system; assisting in the installation and maintenance of major sub‑systems or installing and maintaining other host and/or network software; participating in the design and development of system applications; serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects; performing any closely related complex technical support function. Minimum Qualifications – Substitutions Allowed College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (½) year of experience to a maximum of four (4) years for a Bachelor’s degree. A Master’s degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience. Preferred Qualifications Experience supervising software development teams responsible for delivering enterprise applications. Experience developing web applications using C# (C Sharp), ASP.NET Framework (Active Server Pages .NET Framework), ASP.NET Core (Active Server Pages .NET Core), Web APIs (Application Programming Interfaces) and Microsoft SQL Server or PostgreSQL. Experience designing and implementing cloud‑based solutions using Microsoft Azure services. Experience implementing Agile software development methodologies and managing multiple concurrent projects and workstreams. Experience implementing Continuous Integration/Continuous Deployment (CI/CD) pipelines and application deployment processes using Azure DevOps.
