Title Principal Assessor Department Assessor's Department, 566 Washington Street, Norwood, MA 02062 Status FLSA Exempt, Non-Union Salary FY26, Grade 9NU $49.6611 - $52.8902 per hour for steps 1-3 ( salary range exceeds hiring range ) General Summary The purpose of this position is to perform complex professional, supervisory, administrative and technical work in appraising and assessing real and personal property, and managing the operations of the Assessor's department; all other related work as required. Essential Job Functions The Principal Assessor manages day-to-day operations and serves as the professional expert. Manage all departmental operations and supervising staff Prepare valuations, assessments, and related data for Board review Implement policies established by the Board and General Manager within their respective authorities Prepare the annual departmental budget Ensure compliance with Department of Revenue regulations and certification requirements Provide professional recommendations to the board on valuation methodologies, appeals and exemptions Serve as a liaison between the Board and General Manager Administer contracts with outside appraisal firms (subject to General Manager approval) Maintain departmental records, data bases, and reporting systems Attend Board meetings Provide professional staff support to the Board of Assessors and other boards/departments as necessary Administrative Responsibilities Personnel management: day-to-day supervision of assessing staff, assignment of work, staff development, and recommendations to the General Manager on hiring, discipline, and performance evaluations for departmental employees. Budget administration: preparation of the annual Assessing Department budget request for submission to the General Manager; monitoring expenditures within appropriations; and recommending adjustments to ensure the department has sufficient resources to carry out its functions. Operational efficiency: development and implementation of internal procedures, workflows, and use of technology to ensure timely and accurate completion of assessing tasks and excellent customer service to taxpayers. Departmental coordination: regular coordination with other Town departments (e.g., Finance, Treasurer/Collector, Building, Planning, and IT) to share information, support Town-wide initiatives, and ensure that assessing activities are integrated into overall municipal operations. Town-wide policy compliance: implementation within the Assessing Department of Town-wide administrative policies, procedures, collective bargaining agreements, and directives issued by the General Manager or Board of Selectmen that do not conflict with the Board of Assessors' statutory authority. Skills, Knowledge, & Abilities Thorough working knowledge of the Massachusetts General Laws relating to municipal finance and property assessment for tax purposes Knowledge of real estate styles, materials, and methods of construction, & mapping procedures Ability to perform complex mathematical equations, ratio studies, regression analysis, and modeling of assessments Possess or obtain Massachusetts Accredited Assessor (MAA) Certification Must complete Department of Revenue Course 101 and other required certifications Bachelor’s degree in related field; five years of experience in real and personal property tax administration or valuation; or any equivalent combination of education and experience Possession of a valid motor vehicle operator’s license *This posting is not meant to be inclusive of all job duties or qualification requirements.
