This Managing Director for Chief Information Officer Directorate (CIO) serves in the Bureau of the Comptroller and Global Financial Services (CGFS) under the authority of the Deputy Comptroller for Standards, Technology, and Reporting (STR). The Managing Director for CIO oversees the responsibilities and functions for the Department's worldwide financial management systems. CGFS safeguards and optimizes the Department of State's financial resources, delivering trusted and effective financial management services and programs that enable America's global diplomacy.

• In coordination with the Department's CIO, the Managing Director (CGFS/STR/CIO) advises the Comptroller, Principal Deputy Comptroller, and Deputy Comptrollers on all financial management system matters including hardware, software, operations, emerging technologies, policies, procedures, security, standards, and methodologies. This position also serves as the CGFS Chief Information Officer; oversees all Department enterprise-wide financial management systems; and establishes, administers, and maintains a business system universe encompassing budget, finance, accounting, compensation, travel, disbursing, business intelligence, Treasury systems, and grants systems at domestic and overseas locations. They are also responsible for procurement and financial system integration in coordination with the Bureau of Global Acquisitions and Bureau of Diplomatic Technology. This position reports directly to the Deputy Comptroller for Standards, Technology, and Reporting (CGFS/STR) and has significant management authority to act within the framework of established policies and procedures. Specifically, the incumbent will execute the following:
• Oversees the operations of the CIO Directorate, ensuring the system's integrity, security, controls, accuracy, and compliance with federal financial management standards.
• Oversees a broad program management function that facilitates policy and resource decisions of the Comptroller and helps meet the Bureau's requirements for information technology capital investment planning, program reporting, reports management, strategic planning and enterprise architecture, E-government, strategies and performance metrics.
• Establish an organization, infrastructure, and strategic plans aimed at continually modernizing the Department's resource management systems and business processes. Develop and implement policies and procedures to enhance the efficiency and effectiveness of financial management practices within the Department.
• Provide strategic direction and leadership to subordinate supervisors and staff, ensuring alignment with the Department's financial management mission, goals, and objectives.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for the this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually and upon termination of employment.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.

This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5 - Achieving Results.

This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

MANDATORY TECHNICAL QUALIFICATION (MTQ)s:

MTQ 1

Expert-level knowledge of the process required and demonstrated ability to execute system development life cycles for financial, resource, and administrative management systems for an agency or organization, to include requirements and design documentation, development, implementation, hardware and software operations, and maintenance.

MTQ 2

Demonstrated skill in assessing, developing, implementing, maintaining and evaluating financial, resource, and administrative management systems functions for an agency or organization to ensure their security, integration and controls are in compliance with applicable laws, regulations, policies and objectives.

NOTE: Your demonstrated leadership ability and the evidence of the ECQs and MTQs must be clearly shown in your resume. A separate narrative statement will not be accepted.
