Position Summary

Under general to limited supervision, this position provides technical expertise and program support for energy conservation services provided to commercial, industrial, agricultural, and residential customers. The position implements, administers, and evaluates energy conservation programs and projects; provides technical assistance and energy conservation recommendations; and supports effective delivery of customer-focused energy services. Depending on the level, responsibilities may include greater complexity, independent judgment, program development and evaluation, and technical leadership. Scope of responsibility and level of independence will be commensurate with the selected candidate’s qualifications and experience.

Essential duties and responsibilities may include, but are not limited to, the following:

Energy Services Specialist I:

• Implement and administer assigned energy conservation programs and projects in accordance with established program requirements, procedures, and technical standards.
• Provide technical assistance and conservation recommendations to customers regarding energy use, energy conservation programs, practices, construction methods, materials, equipment, and appliances; evaluate and assist in resolving high-bill concerns and other energy-use issues.
• Conduct customer facility audits and evaluations, including residential energy audits and blower door testing as needed; process applications; calculate program incentives and energy savings; and document conservation recommendations and project requirements.
• Coordinate assigned conservation projects with customers, contractors, installers, and other stakeholders; conduct or coordinate inspections and verify completed conservation measures for compliance with applicable program requirements prior to processing incentives, credits, or loans.
• Maintain current knowledge of relevant energy conservation technologies, equipment, practices, codes, and standards and apply that knowledge to assigned programs and projects.
• Conduct customer and community education and outreach activities, including demonstrations of energy conservation practices, technologies, equipment, and construction methods.
• Maintain working knowledge of applicable Bonneville Power Administration (BPA) programs and requirements and apply those requirements to assigned program activities, documentation, and reporting.
• Develop and maintain accurate program and project records; track program activity, energy savings, and other statistical information needed to support department, BPA, regulatory, and other required reporting.
• Track and evaluate assigned project and program results and provide information to support program performance evaluation and continuous improvement.

Energy Services Specialist II:

• Develop and administer energy conservation programs and projects, including complex or non-routine initiatives, in accordance with applicable program requirements, procedures, and technical standards.
• Provide advanced technical expertise and recommendations to customers and staff regarding energy conservation programs, practices, construction methods, materials, equipment, and appliances; evaluate and resolve complex customer energy-use, technical, and program-related issues using independent judgment.
• Conduct customer facility audits and evaluations, incentive and energy-savings calculations, and conservation recommendations; provide technical guidance to Energy Services staff on complex or non-routine applications.
• Coordinate complex conservation projects with customers, contractors, installers, consultants, and other stakeholders; conduct or coordinate inspections, verify completed conservation measures, and resolve complex or non-routine program compliance issues.
• Maintain advanced knowledge of relevant energy conservation technologies, equipment, practices, codes, and standards and apply that knowledge to programs, projects, and complex technical matters.
• Conduct customer and community education and outreach activities, including demonstrations of energy conservation practices, technologies, equipment, and construction methods.
• Maintain comprehensive knowledge of applicable Bonneville Power Administration (BPA) programs and requirements and ensure accurate program records and reporting of program activity, incentive payments, energy savings, and other information required for department, BPA, regulatory, and other reporting purposes.
• Evaluate program performance, conservation results, customer needs, regulatory requirements, and emerging technologies; identify opportunities for improvement and recommend program revisions, additions, or changes for management approval.
• Recommend annual budgets for Energy Services conservation programs; monitor program expenditures and communicate spending levels and potential budget concerns to appropriate stakeholders.
• Develop and administer customer incentive agreements and contracts and administer contracts with contractors, vendors, and consultants as needed to implement energy conservation programs and projects.
• Serve as a workgroup lead for Energy Services Specialist I positions, coordinating day-to-day work activities and providing guidance, training, and support to promote program priorities, workload management, and effective service delivery.

Required Qualifications (Education and Experience, License, and/or Certification):

Energy Service Specialist I:

• Associate’s degree or one (1) additional year of relevant experience in lieu of degree.
• Two (2) years of relevant experience in engineering, construction, electrical, building, energy services, and/or related trade occupations, including experience communicating technical information to customers or members of the public.
• A valid driver’s license with no restrictions.

Energy Service Specialist II:

• Bachelor’s degree in related field or two (2) additional years of relevant experience in lieu of degree.
• Five (5) years of relevant experience in engineering, construction, electrical, building, energy services, and/or related trade occupations, including experience communicating technical information to customers or members of the public.
• Demonstrated ability to independently conduct energy assessments for residential, commercial, industrial, and/ or agricultural facilities or premises.
• A valid driver's license with no restrictions.

Preferred Qualifications (Education and Experience, License, and/or Certification):

Energy Service Specialist I:

• Utility experience in a consumer-related or energy services area.
• Experience or knowledge of agricultural, irrigation, industrial, commercial, or residential energy or equipment systems
• Knowledge of energy audits and assessments.

Energy Service Specialist II:

• Utility experience in a consumer-related or energy services area.
• Experience working with agricultural, irrigation, industrial, commercial, and/or residential energy or equipment systems.
• Professional Energy Manager Certification
• Building Performance Institute (BPI) Certification
• ICBO Commercial Energy Plans Examiner Certification
• Commercial Energy Inspector Certification or related certificate.

Other Knowledge, Skills & Abilities

• Knowledge of residential and commercial building construction techniques, the technical aspects of HVAC systems, indoor and outdoor lighting, manufactured housing construction and siting standards, conservation techniques, terminology, and applications; energy and its uses, electrical theory, economics, and math through algebra.
• Skill in communication, both oral and written; communicating with all levels of the organization, contractors, vendors, consultants, and the public; effectively dealing with angry customers are desired; accurately and thoroughly working on multiple projects simultaneously, to facilitate conservation program production; exhibiting a great deal of tact and confidentiality when interfacing with customers/contractors as permitted by law.
