Budget Analyst

Summary For more information on the Department of Justice and the United States Attorneys' Offices, visit Responsibilities If selected for this position, you will join a well-respected team that is responsible for assisting in managing the budget for the United States Attorney's Office, District of New Jersey. Typical work assignments will include: Implementing and administering a variety of budget and financial management activities for the district. Administering a comprehensive financial management program, under the direction of the Budget Officer, which includes long‑range programmatic plans and the annual budget as key components. Advising the District's management team on programmatic effectiveness relative to planned financial objectives. Preparing recommendations for achieving cost reductions. Ensuring that all obligations, expenditures, unobligated orders and available balances are properly maintained, supported, and documented. As required, preparing financial documentation for audits conducted by EOUSA, DOJ, GAO, OMB, and independent auditors. Responsibilities will increase and assignments will become more complex as your training and experience progress. Conditions of Employment You must be a U.S. Citizen or National. Initial appointment is conditioned upon a satisfactory pre‑employment adjudication, which includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation. You must be registered for Selective Service, if applicable. If selected, you may be required to complete a one‑year probationary period. Federal employees must meet time‑in‑grade requirements within 30 days after the closing date of this announcement. You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position. Qualifications GS‑11: To be eligible at the GS‑11 level, you must meet at least one of the following conditions, as defined below: Specialized Experience, Education, or a combination of Education and Experience. Specialized Experience: Must possess at least one full year of specialized experience equivalent to the GS‑9 level in Federal Service. Specialized experience is defined as performing budget or financial management work that demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples include reviewing account obligations and payments; utilizing an automated accounting system to enter and verify a variety of obligations, verify and monitor expenditures, and monitoring credit card obligations for accuracy and completeness; conducting audits, tracking funds, and developing statistical reports; and overseeing the processing of travel authorizations, vouchers and claims. Education: Must possess one of the following types of education in a related field (e.g., Accounting, Financial Management, Public Administration, Business Administration, Mathematics, Statistics, etc.): a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher‑level graduate education leading to such a degree; or LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: A combination of specialized experience and education as described which when combined equal 100% of the requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP) The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
