Construction Inspector (Public Works/Engineering)

Construction Inspector (Public Works/Engineering) Type: Full Time The Construction Inspector is responsible for inspecting municipal construction projects, including site development and public buildings and facilities, to ensure compliance with approved plans, specifications, building codes, and contract requirements. This position performs on-site inspections of capital improvement projects and works under the direction of the Construction Manager to ensure quality workmanship, safety, and regulatory compliance.

MAJOR DUTIES

Inspect municipal building construction and renovation projects, including public buildings, facilities, and vertical construction elements, to ensure compliance with approved plans, specifications, and codes. Review and inspect architectural, structural, mechanical, electrical, and plumbing (MEP) components for conformance with contract documents and applicable building codes. Verify that construction materials, methods, and workmanship meet project specifications and industry standards. Conduct daily field inspections and document progress, materials used, quantities, and quality of work. Identify deficiencies, non-conforming work, and safety issues related to building construction; report findings to the Construction Manager and coordinate corrective actions with contractors. Monitor contractor compliance with site safety requirements, building code provisions, and accessibility (ADA) standards. Review and verify shop drawings, submittals, product data, and material certifications related to building construction. Coordinate and assist with inspections required by building officials, fire marshals, and other regulatory authorities. Ensure compliance with local, state, and federal regulations, including building codes, Georgia Department of Transportation (GDOT) Local Assistance Program (LAP) procedures, environmental requirements, ADA, and prevailing wage requirements. Inspect projects funded in whole or in part through the GDOT LAP. Participate in pre-construction meetings, progress meetings, substantial completion inspections, and final inspections. Maintain accurate inspection records, daily reports, photographs, and as-built documentation for building projects. Respond to citizen or facility-user concerns related to building construction activities and report issues to the Construction Manager. Performs all other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of building construction methods, materials, and inspection practices, including structural, architectural, and MEP systems. Working knowledge of building codes, accessibility standards (ADA), and life-safety requirements applicable to public buildings. Ability to read and interpret architectural and engineering drawings, specifications, and construction documents. Familiarity with GDOT LAP project requirements, including documentation, approvals, and reimbursement processes. Ability to recognize defective, unsafe, or non-compliant building construction work and recommend corrective action. Strong attention to detail and ability to prepare clear, accurate inspection reports and documentation. Effective communication skills for working with contractors, architects, engineers, inspectors, and municipal staff. Ability to work independently in the field while coordinating closely with the Construction Manager. Proficiency with computers, tablets, and inspection or documentation software.

SUPERVISORY CONTROLS

The Construction Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include GDOT regulations, local, state and federal regulations, including building codes, GDOT LAP procedures, environmental requirements, ADA, city codes and ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of varied technical and inspection duties. Inclement weather and field conditions contribute to the complexity of the work. The purpose of this position is to conduct construction inspections and related reporting. Successful performance in this position helps ensure compliance with relevant codes, ordinances, and regulations.

Contacts are typically with co-workers, other city personnel, contractors, consultants, architects, Georgia Department of Transportation (GDOT), regulatory agencies, and the public. Contacts are typically to provide services, to give or exchange information, or to resolve problems.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment that require a high degree of dexterity, distinguishes between shades of color, and uses the sense of smell. The work is typically performed in an office and outdoors. The employee is exposed to noise, dust, dirt, grease, moving machinery, irritating chemicals, and occasional cold or inclement weather. Work requires the use of protective devices such as masks, goggles, gloves, etc.

MINIMUM QUALIFICATIONS

High school diploma or equivalent, supplemented by ten (10) years of progressively responsible experience in construction inspection, building construction, construction trades, or a closely related field; OR Associate degree in Construction Technology, Civil Engineering Technology, or a related field, supplemented by five (5) years of progressively responsible experience in construction inspection, building construction, construction trades, or a closely related field. Valid driver’s license. Must successfully pass criminal background, credit, and motor vehicle check. Must pass post-offer drug screening and physical examinations. Preferred Qualifications Experience in inspecting municipal or public sector building projects. Certifications such as ICC Building Inspector, ACI, NICET, or equivalent. Georgia Soil and Water Conservation Commission (GSWCC) Level IB Certification (red card). Completion of Georgia Department of Transportation (GDOT) Local Assistance Program (LAP) training courses, or ability to obtain required training within the first year of hire date. Familiarity with fire and life safety inspections and coordination with building officials. Proficiency with construction inspection or documentation software (e.g., iWorQ, Cityworks, e-Builder, Bluebeam, or similar).
