Director of Health Systems Research & Analytics

The Green Mountain Care Board (GMCB) seeks an experienced data and technology leader to direct enterprise level health system data programs. This role leads the planning, development, and implementation of complex data initiatives that support statewide health policy, oversight, and performance monitoring. The Director will oversee large-scale data systems and analytics functions, guide technological decision making, and drive organizational change to enhance GMCB's data capabilities. In this highly collaborative position, the Director partners closely with the Agency of Digital Services, GMCB leadership, and external stakeholders to ensure data programs align with state and federal requirements. Responsibilities include strategic planning, program and project management, budgeting, procurement, data-sharing agreements, and the supervision of a multidisciplinary team. The Director also leads the development of data models, reporting processes, and analytic products used for decision making by policymakers, leadership, and the legislature.

Ideal candidates bring extensive experience with large-scale data management, analytics, and reporting; strong leadership and communication skills; and a proven ability to manage complex data and technology projects in a public-sector or healthcare environment.

Work is performed primarily in a standard office setting, but some travel will require private means of transportation. Duties may require extensive time outside of normal work hours. Incumbent will be expected to attend public meetings and hearings and to testify before the Legislature. A wide diversity of opinion and emotions can be anticipated for which diplomacy and tact will be required.

Minimum Qualifications: Bachelor's degree or higher in computer science, data science, public administration or policy, or related field AND six (6) or more years of experience in IT, data analysis, research, and/or evaluation INCLUDING experience as a supervisor, manager, or team lead. OR Eight (8) years or more of experience in IT, or data analysis, research, and/or evaluation INCLUDING experience as a supervisor, manager, or team lead.

Preferred Qualifications: Bachelor's degree or higher. Experience in a field related to health care. Experience working within an IT environment. Experience working with regulatory boards under Vermont's Open Meeting Law. Experience working with Accountable Care Organization operations or CMS All Payer Model agreement(s).
