The Business Management Unit (BMU), part of the ICE Office of Human Capital (OHC), is seeking motivated professionals to join our team. BMU provides essential administrative support, including budget management, property and space administration, and position management, to ensure ICE OHC operates efficiently and effectively. As a Management and Program Analyst, at the full performance level you will perform the following duties:

• Presenting findings and recommendations to management and supporting the implementation of proposed solutions.
• Possessing knowledge of agency program goals, objectives, and milestones, as well as the relationships between agency programs and administrative support functions.
• Assisting in the preparation of recommendations for program adjustments and evaluating the impact of proposed changes on agency resources and operations.
• Evaluating program accomplishments against established goals and objectives, assesses compliance with agency policies and regulations, and provides recommendations to address gaps or inefficiencies.

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. Minimum Qualifications:

For GS-07 : Must possess one of the following:

Experience: One year of specialized experience at the GS-05 grade level or equivalent performing at least 2 out of 4 of these duties:

• Assisting in the review of study findings and recommendations to ensure they are supported by basic analysis and are presented in a clear and actionable format.
• Helping to prepare findings and recommendations for management and supported putting proposed solutions into action.
• Working with team members and stakeholders to help with projects that need input from different parts of the organization.
• Supporting senior analysts on routine studies involving straightforward issues and standard analytical methods.

OR

Education: Successful completion of one year of full-time graduate level education at an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree from an accredited college or university and claim eligibility for superior academic achievement based on one of the following: (1) class standing in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; (2) election to membership in a national scholastic honor society; (3) grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (4) grade-point average of 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Combination of Education and Experience: A combination of successfully completed graduate education in an appropriate discipline and experience as described above. To meet total qualification requirements for GS-7, first determine the total qualifying experience as a percentage of the experience required; then determine the education as a percentage of the education required; and then add the two percentages. The total combination must equal at least 100 percent of the requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

For GS-09: Must possess one of the following:

Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing at least 2 out of 4 of these duties:

• Possessing basic understanding of analytical techniques and familiarity with administrative laws, policies, regulations, and precedents applicable to public programs.
• Applying basic qualitative and quantitative methods under close supervision to gather and organize data, identify trends, and prepare preliminary recommendations for improving program efficiency and effectiveness.
• Contributing to program evaluation efforts by assisting in identifying performance indicators, gathering data, and applying basic statistical techniques to support evaluations of program outcomes.
• Providing entry-level support in conducting analytical studies and evaluations to assist the effectiveness of agency programs, operations, and management processes.

OR

Education: Possess a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D degree, if related.

OR

Combination of Experience and Education: Combinations of successfully completed Graduate school education (beyond the first full year) and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
