Police Records Specialist

Position Summary Determines eligibility and level of supportive services needed in a timely and accurate manner in accordance with the policy and procedures established for the following public assistance programs: Medical Assistance, Food Share (Food Stamps), Emergency Assistance, General Relief, Caretaker Supplement, Child Care, WHEAP and Wisconsin Works (W-2). Location Work Location: Job Center Responsibilities Conducts intensive investigative interviews to obtain and evaluate financial and non-financial information in order to determine eligibility for assistance Researches, interprets and applies federal, state, and local policies governing eligibility, legal rights, and responsibilities of applicants Determines correct public assistance benefits through direct client contact via office interview, home visits, and telephone in compliance with required state and federal time frames Records, maintains, reviews, and regularly corrects benefit levels and other documentation regarding applicants, using CARES and CARES Worker Web systems Manually determines eligibility for specific programs that are not automated or when system is unavailable Creates manual notices of determination Verifies third‑party information needed to determine eligibility by telephone, in person, or through other written correspondence Implements a customized plan of action addressing individual self‑sufficiency achievement goals, providing the following case management services, in accordance with the identified needs of the individual participant Develops an employability plan and establishes self‑sufficiency goals using formal and informal assessment results regarding work history, education levels, and family situations Establishes solutions to challenges to work participation barriers Implements the employability plan by arranging or providing the needed services and counseling Collaborates with job placement specialists and vocational evaluators, including networking with prospective employers Assesses the effectiveness of the employability plan regularly and revises the plan as necessary Monitors program compliance and documents participation, including determining if there is good cause, and imposing appropriate sanctions Assists clients with case management services, including life skills development, money management, interpersonal safety and other available services to promote client self‑sufficiency Identifies risk factors such as AODA, domestic abuse, disabilities, or suspected child abuse and reports to appropriate services Responds to financial and non‑financial cross matches/alerts Prepares Fraud and Program Integrity referrals Recalculates benefits Provides testimony at administrative hearings and in court Processes verifications for ongoing case management Assess individual and family needs Arranges for additional benefits or services within the department or referrals to the community at large Attends ongoing trainings regarding changes in the federal and state regulations and technical advancements Performs other related duties as assigned or directed Qualifications Associate’s Degree in a Human Services‑related field, Public/Business Administration, Economics, Accounting, or Communication Two (2) years of experience dealing with the general public in a position requiring the utilization of investigative interviewing techniques or provision of employment and training‑related services Substitution Three (3) years of experience determining eligibility for public assistance or employment and training services may be substituted for the required education. Technical Skills Proficiency in personal computer use with Microsoft Office software. Desired Qualifications Appointment will be conditional upon successful completion of a criminal and caregivers background check. Benefits Paid Time Off (PTO): Accrual is based on years of service with the County, starting at 6.4 hours accruing each pay period (20.8 days per year), with the maximum accrual rate of 35.75 days per year.
