Job Description

Duties Incumbent typical work assignments may include the following:

• Performs comprehensive analysis and reconciliation of financial data, including funding, commitments, obligations, and expenditures, to ensure accuracy and compliance with regulations.
• Serves as a Certifying Officer, responsible for reviewing, validating, and approving invoices and payment vouchers.
• Provides expert advice, assistance, and guidance to management, customers, and stakeholders on a wide range of accounting, budgetary, and financial management matters.
• Analyzes and validates invoices and miscellaneous payment requests to ensure they meet all legal and contractual requirements, including correct authorization, funding, payment amounts, and payee information, prior to approval.
• Conducts in-depth analysis of budgetary and financial operations to identify vulnerabilities, trends, and challenges.

Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the 13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) analyzing and resolving financial issues related to payment processing, disbursing, and budget execution. 2) interpreting and applying financial principles, policies, and regulations such as the Prompt Payment Act and the DoD Financial Management Regulation (FMR). 3) performing in-depth analysis and reconciliation of financial systems and source documents, identifying and correcting discrepancies in funding, commitments, and obligations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
