JOB TITLE: Workforce Specialist Job Code: 21-1093 DEPARTMENT: Workforce Development Work Schedule: Temporary REPORTS TO: Workforce Development Director Supervisory: Non-Supervisory FLSA CLASSIFICATION: Non-Exempt Federal Testing: No WORKERS COMPENSATION CLASS CODE: 8810 Safety Sensitive: No PAY GRADE: N-28 Open Date: May 2026 Summary OR Purpose: The Workforce Specialist is responsible for processing all client applications as well as any correspondence with all clients to ensure all applications are complete for all programs within the Workforce Department. Also, to provide administrative support to the director of Workforce. The Workforce Specialist is also responsible for providing administrative support for the Workforce Development programs along with the following programs and services: Compact Funded Programs- The following items are required for providing the listed services: Determine the eligibility criteria of clients and for all programs list below Tribal Membership Residency Status Completion of Applications Determine the employability of all clients pertaining to the services received Finding appropriate training programs for clients Monitoring and evaluating effectiveness of the programs Screening applicants for all programs listed below BIA Welfare Grant- the Welfare Assistant Specialist will maintain and oversee all expenditures of this grant and maintain compliance and grant reports. This program provides the following forms of assistance not provided by other federal, state, local or tribal sources within the service area: Burial Assistance- means of financial assistance payment made on behalf of an indigent Indian/Alaskan Native who meets the eligibility criteria to provided minimum burial expenses according to Bureau payment standards established by the Assistant Secretary. Foster Care – means of financial assistance, provide on behalf of an Indian/Alaskan Native child, how has special needs as specified in section 20.100 of 25 CFR, Part 20. The Placement of a child will be done by Social Services. It is the Social Services Director’s duty to ensure that all actions are in accordance with regulations. In addition, assistance includes service to a child who requires placement in a foster home or a residential care facility in accordance with standards of payment levels established by the state or county in which the child resides. Further, assistance includes services to a child in need of adoption or guardianship in accordance with payment levels established by the Assistant Secretary. General Assistance- to provide financial assistance to help families meet their immediate basic needs. Assist the elderly or indigent in meeting basic needs if they qualify. Duties and Responsibilities: Accept and process all incoming Higher Education, Adult Vocational Training, Child Care Clients and Providers, and Johnson O’Malley applications. Process all pending, approval, denial letters to clients for applications submitted in a timely manner. Review and process all invoices/timesheets for all child care providers in a timely manner. Prepare and process all check requests for Higher Education and AVT students. Assist all child care providers with seeking and completing all mandatory Health and Safety Requirements under the Child Care Development Program. Conduct all required in-home inspections on all active and approved child care providers. Determine tribal membership status on all applicants. Maintain all client files to ensure accurate documentation. Assist with data and referral tracking for all programs. Organize and prepare educational and cultural activities under the JOM Program and any other programs or grants within the department. Maintain inventory on office supplies. Provide monthly reports to director on programs and number of clients served. Report child abuse and neglect to the State of Alaska following the requirements of a mandatory reporter. Will provide supervision as directed or needed. Determine the type of need analysis for each client. Provide and coordinate provisions for program; providing client counseling, guidance and information on employability and education; and to provide assistance on preparation for employment and educational endeavors. Maintain compliance in all client files. Collect data from all programs and maintain a tracking system for all programs provided. Clients- maintain and ensure that all requirements are met. Perform other duties as assigned. Knowledge, Skills, and Abilities: Knowledge of Department and Native Village of Barrow Policies and Procedures Knowledge of the Child Care Development Fund Program Knowledge of the Johnson O’Malley Program Knowledge of the Higher Education and Adult Vocational Programs Knowledge of local community resources Knowledge in using a PC and common software applications Experience working with children and parents Knowledge and understanding of Inupiat culture Qualifications: Graduate from a two-year accredited college or university and a minimum of one year of responsible experience in either an employment or education program; or Substituting, on a month for month basis, progressing work experience related to the duties of the position for the minimum education; or Substituting, on a month for month basis, graduate level course work in a discipline related to the work of the minimum experience. Ability to express ideas effectively, both orally and in writing. Knowledge of federal contract requirements and standard accounting practices. Knowledge of and experience in employment and/or educational programs geared to youth, young adults and adults alike. Knowledge of BIA, and other matters related to the BIA education and employment programs in Alaska High School diploma or equivalent life experience 2 years of case management experience Pass a criminal background check. Pass a drug test. Ability to obtain a valid State of Alaska Driver’s License that meets the Native Village of Barrow Insurance within the probationary period. Ability to obtain Infant and Adult CPR and First Aid Certification within the probationary period. Tribal membership preferred. Inupiat speaking preferred.
