Job Summary Performs advanced consultative services and technical assistance work. Work involves planning, developing, and implementing a major agency program; providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. II. Essential Functions Oversees activities of staff, devices, and data within the assigned operations; plans, implements, coordinates, monitors, and evaluates policies and procedures; and coordinates with regional staff to ensure program goals are accomplished. Assists management with establishing goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; develops and implements techniques for evaluating program activities to include training; manages evaluation activities; and identifies areas in need of change and makes recommendations to improve operations. Assists in distributing and managing programs and makes adjustments as necessary; and reviews, collects, and categorizes data. Acts as a liaison with agency personnel; and assists in the planning, design, development, and operation of the program. Performs a variety of marginal duties not listed, to be determined and assigned as needed. III. Minimum Qualifications A. Education, Experience, and Training Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major coursework in Business, Criminal Justice, or a related field preferred. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. Seven years full‑time, wage‑earning experience in program administration, criminal justice, law enforcement, or public administration. Criminal justice or security experience preferred. Information technology experience preferred. Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certification within twelve months from the date of employment. Must maintain valid certification for continued employment in the position. Selected applicants without required license(s) must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. Failure to comply with this contingency statement will result in separation from employment. Credential Contingency Agreements will not be extended or renewed as a result of an employee’s separation from employment or acceptance of another position. Ability to maintain the security and integrity of critical infrastructure as it is defined by the state. B. Knowledge and Skills Knowledge of principles and practices of public administration and correctional technology. Knowledge of standard security practices and procedures for correctional facilities. Knowledge of applicable state and federal laws, rules, regulations, and statutes. Knowledge of property accounting and state laws governing the handling of state property and automated inventory control systems. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations (preferred). Skill to communicate ideas and instructions clearly and concisely. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Skill to manage program activities. Skill to develop and evaluate administrative policies and procedures. Skill to interpret and apply rules, regulations, policies, and procedures. Skill in administrative problem‑solving techniques. Skill in the use of computers and related equipment in a stand‑alone or local area network environment. Skill to review technical data and prepare technical reports. Skill in public address. IV. Additional Requirements with or without Reasonable Accommodation Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, audiovisual equipment, telephone, dolly, and automobile.
