One of the keys to effective government is creating inclusive pathways for our community to impact what we do and inform the County about their priorities and needs. About Multnomah County We provide a wide array of essential services including health, community justice, roads, elections, libraries, jails, bridges, tax and assessment, marriage licenses, animal services, mental health and addiction services and more. Office of Community Involvement (OCI) OCI was created by voters in Multnomah County in 1984. It is charged with developing and maintaining community involvement programs and policies to facilitate direct communication between the community, department leaders, and the Board of County Commissioners. We are committed to helping inform and involve communities in the processes that shape county policies, budgets, and programs. OCI staffs and coordinates three civic engagement programs: The Community Involvement Committee (CIC) is composed of up to 15 volunteers who study and advise OCI on county engagement and community involvement matters. The Charter Review Committee (CRC), consists of 16 volunteers representing all four county districts, convened every six years to perform a comprehensive study of the Multnomah County Home Rule Charter. The Community Budget Advisory Committees (CBAC), comprised of 10 groups of community members that analyze and advise department leaders on departmental budget allocations. As the CBAC Program Coordinator, you will provide essential administrative guidance on policies and procedures, technical assistance, and operational support to department staff assigned to coordinate their respective CBACs. You will spearhead educational and development opportunities for volunteers, leading comprehensive program orientations and onboarding sessions to prepare community members for the CBAC program, county administrative rules, code, and relevant regulations. Additionally, you will provide direct staffing and coordination support to the Non-Departmental and Central CBACs. Major Job Responsibilities Program Administration Provide administrative guidance, technical assistance, and operational support to department staff assigned to coordinate their respective Community Budget Advisory Committees (CBACs). Establish and communicate program timelines, reporting schedules, and key deliverables or deadlines for the CBAC program. Design and maintain CBAC participant management systems to track and report member terms, application statuses, selections, attendance, absences, and vacancies. Develop and distribute standardized program templates, guidelines, and resources to maintain operational consistency across all departments. Act as a central resource on best practices, compliance, and policy for CBAC departmental staff and teams. In collaboration with the OCI Director, provide regular updates and briefings to staff and county leadership regarding policy updates and implementation plans. Support OCI’s broader mission to regularly evaluate the County’s community engagement policies and programs to reduce systemic barriers to public participation. Administer and analyze participant satisfaction and retention surveys to produce data-driven program evaluation reports. Utilize Better Impact volunteer management system. Volunteer Recruitment, Onboarding, and Continuing Education Coordinate countywide outreach and recruitment strategies to fill vacancies across all departmental CBACs, including managing the application process, designing promotional materials, and facilitating the selection process. Implement and utilize program applications, scoring rubrics, and participant management systems to ensure a standardized review process across all departments. Manage the Board appointment process for both newly appointed and second-term CBAC members to ensure compliance. Facilitate and coordinate in‑person and online educational activities designed to orient, onboard, and support CBAC participation and learning. Develop and maintain an accessible repository of resources and program materials for CBAC members. Directly conduct interviews and select applicants specifically for the Non‑Departmental CBAC. CBAC Staffing & Coordination Foster an inclusive environment of belonging and collaboration for diverse CBAC members, mentoring and guiding participants to ensure they can confidently navigate complex county processes and contribute meaningfully to the committee. Provide staffing, technical assistance, and administrative support to the Non-Departmental and Central CBACs. Coordinate the meeting schedules, logistics, presentations, and supporting materials for the Non-Departmental and Central CBACs. Facilitate informational presentations from the county to educate committee members on programs, services, budgets, and staffing models. Record official meeting minutes, tracking member attendance, agenda items, committee business, and formal votes. Monitor and report member attendance, absences, and committee vacancies specific to the Non-Departmental and Central CBACs. Support the development of the Non-Departmental and Central CBAC letters of recommendation and presentation at the Board’s budget worksessions. Publish and update the public meeting calendar to comply with public notice regulations. Maintain the Non-Departmental and Central CBAC websites, ensuring up-to-date transparency regarding membership rosters, agendas, and meeting minutes. Administer participant stipends for Non-Departmental and Central CBAC members in alignment with county policies. Ideal Candidate Profile High proficiency in managing participant management systems, application portals, and tracking databases, with a demonstrated ability to maintain accurate records for selections, attendance, vacancies, and participation. Foundational understanding of public budgeting basics, ensuring program activities align with budget cycle timelines and government procedures. Experience managing inclusive outreach and recruitment strategies, overseeing volunteer application and selection processes, and navigating formal appointment procedures. Proven experience guiding and supporting public advisory committees, boards, or commissions, backed with an understanding of public administrative rules, local government codes, and public meeting laws. Proven ability to facilitate dynamic, structured meetings where all voices are heard and valued, with a talent for navigating diverse perspectives and inclusive spaces that foster long-term volunteer retention. A strong dedication to institutionalizing equity in community engagement, ensuring that recruitment, onboarding, and committee structures lower barriers to participation for historically underrepresented community members. Exceptional interpersonal skills with a demonstrated ability to collaborate across departments, building strong community relationships, and supporting diverse teams to achieve positive civic outcomes. Minimum Qualifications / Transferable Skills A Bachelor's degree in public administration, finance, political science, social sciences, or a closely related field; OR four (4) years of equivalent, relevant professional experience. Two (2) years of experience developing, implementing, facilitating, and evaluating training or educational programs. Two (2) years of experience in administration or program coordination; overseeing community engagement and volunteer systems, policy implementation, and data-tracking. An understanding of civic engagement and the role of community participation in local government policy development and public decision-making. Advanced communication and meeting facilitation skills, engaging manner that empowers diverse community members to participate fully and contribute meaningfully. Preferred Qualifications / Transferable Skills Experience working in local government. A demonstrated ability to present complex proposals and budget recommendations in an accessible and engaging manner. Skill in using specialized software including (or similar to): Better Impact volunteer management system, Microsoft Office, Google Workspace, Adobe Creative Suite, and web-based graphic design platforms to create promotional and program materials. *Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position. Hybrid Telework This position is designated as "hybrid telework", meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Schedule Monday-Friday. There may be some flexibility with start and end times. Frequent evenings and occasional weekends will be required.
