Duties

- Serves as the manager for revenue-related issues from both Consolidated Patient Account Center (CPAC) and Medical Center staff, and is responsible for the development, enhancement, and analysis of operational procedures between both administrative and clinical services to maximize collections.
- Serves as a revenue subject matter expert on local facility committees, Program Management Office (PMO workgroups, Office of Community Care (OCC) committees, and any national initiatives aimed at enhancement of revenue activities.
- Responsible for coordination and management of the daily operations of revenue functions at his/her assigned medical center. These operations include, but are not limited to compliance, revenue data validation, customer service, monitoring of the core revenue related functions, reporting and liaison with Medical Center and CPAC leadership, Legal Offices, Regional Counsel, Congressional Offices, Care in the Community provider offices and other CPAC Departments.
- Provides revenue utilization review support, addressing revenue reported issues and information technology issues, as needed.
- Serves as the revenue education for Veterans on service connection and/or special authority, repayment plans, hardships, and waivers.
- Analyze bill cancellations to determine accuracy of third-party claims generated and ensure revenue is maximized.
- Develops and implements programs to effectively manage patient accounts, identify potential billable cases, and optimize collections.
- Responsible for planning and organizing work assignments to accomplish the objectives effectively and efficiently.
- Performs other related duties as assigned.

Qualifications
All qualifications requirements must be met by the closing date of the announcement. To qualify for the GS-9 grade level, you must meet one of the following qualification requirements before the closing date of the announcement: GS-9 Specialized Experience: One year of specialized experience equivalent to the next lower grade level of GS-7 in federal service. Specialized experience is experience utilizing qualitative and quantitative analytical methods to analyze trends and evaluate their significance to a revenue collection program; experience with the full range of health care support functions and operations, collections, registration, admission, scheduling, insurance identification and verification, pre-registration, utilization review, and financial reporting; experience with medical billing, revenue collections, and reimbursements; experience generating reports related to billing and collection data; and the ability to communicate effectively with a wide variety of individuals to provide guidance, instruction, explanations, advice and to orient others regarding administrative policies and procedures related to revenue activities. OR GS-9 Education: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR GS-9 Combination of Education and Experience: An equivalent combination of specialized experience and successfully completed graduate education beyond a Bachelor's Degree, as described above, to meet the requirements for this position. (TRANSCRIPTS REQUIRED) To qualify for the GS-11 grade level, you must meet one of the following qualification requirements before the closing date of the announcement: GS-11 Specialized Experience: One year of specialized experience equivalent to at least the GS-9 level in federal service. Specialized experience is experience utilizing qualitative and quantitative analytical methods to analyze trends and evaluate their significance to a revenue collection program; experience with the full range of health care support functions and operations, collections, registration, admission, scheduling, insurance identification and verification, pre-registration, utilization review, and financial reporting; experience with medical billing, revenue collections, and reimbursements; experience generating reports related to billing and collection data; and the ability to communicate effectively with a wide variety of individuals to provide guidance, instruction, explanations, advice and to orient others regarding administrative policies and procedures related to revenue activities.
