The Public Works Department serves as the backbone of our community, managing essential water, wastewater, drainage, and transportation systems with a steadfast commitment to environmental stewardship. Within this framework, the Administration & Engineering Division provides the strategic direction and technical oversight necessary to keep the city running. While Administration handles overarching operational support, the Engineering team serves as the primary technical authority for the city’s infrastructure, balancing the rigorous oversight of private development with the successful installation and maintenance of critical municipal infrastructure. About the Role The Civil Engineer reports directly to the City Engineer, joining a dedicated team of seven full‑time professionals. In this role, the Civil Engineer will advocate for the best interests of North Richland Hills and its citizens by overseeing the full lifecycle of public works—from initial capital planning and in‑house design to final construction management. What we're looking for Bachelor’s degree in Civil Engineering Construction, Engineering and Management. Professional Engineer (PE) license. Designation as a TFMA Certified Floodplain Manager (CFM) is preferred but not required. 4–7+ years of experience in civil engineering required. Municipal or governmental experience is preferred. Experience with grant‑funded project management desired. Strong knowledge of local, state, and federal regulations, permitting, and public works standards.
