FLSA Status: Exempt Location: Oklahoma City, OK Training: In-person. Some on-line training for various topics. Supervisory: This is a supervisory position. Travel: Must be able to travel (overnight) to local areas for monitoring reviews and attend meetings/conferences in and out of the state. Position Essential Functions Plan, organize and carry out the annual monitoring schedule of sub-recipients and contracts. Provide supervision, direction and evaluation to staff responsible for carrying out the WIOA monitoring and oversight responsibilities. Supervising the on-site programmatic and financial reviews of all entities receiving grants through the Oklahoma Employment Security Commission. Evaluate and analyze current monitoring operations and data, using performance metrics to identify inefficiencies and opportunities for improvement. Implement continuous improvement initiatives to enhance processing efficiency, accuracy, and compliance across multiple programs, in alignment with agency performance goals. Conduct compliance investigations/auditing of local area fiscal agent’s accounting records in accordance with the 2 CFR Part 200 and Department of Labor regulations and guidance. Responsible for audit resolution for the local area fiscal agents. Responsible for resource planning for the department and working within budget constraints. Oversees all monitoring functions of WIOA and other state or federal grants to determine if there are any problems or deficiencies pertaining to the grantee’s overall operations and financial management systems as defined by 2 CFR Part 200. Prepares official agency fiscal and programmatic monitoring reports and final determinations of compliance to be issued to four (4) local workforce development boards. Coordinates as needed with other federal and state organizations and agency divisions to accurately identify and represent issues addressing potential non-compliance with applicable federal, state and/or local laws, rules, regulations, policies, procedures and guidelines. Researches and evaluates federal directives for the management and implementation of the Federal programs administered by the Oklahoma Employment Security Commission and reviews proposed legislation as it pertains to the workforce delivery system. Provide technical assistance to sub-recipients (fiscal agents), boards, board staffs and contracted service providers on the federal regulations and state statutes for the WIOA programs. Collaborate with policy unit and local areas on new policies and/or changes to existing policies governing state implementation and administration of federal grant-funded workforce-related programs. Plan/conduct, in collaboration with the program and policy unit, meetings and trainings/workshops focused on monitoring responsibilities for staff and the local areas. On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources. Maintain knowledge of Workforce Innovation and Opportunity Act (WIOA) Titles I-IV, and their successor programs and related federal, state, and local policies and regulations. Physical Demands/Work Environment Work is typically performed in the office setting with climate-controlled settings and exposure to noise levels determined by the office environment. While performing the duties of the job, the employee is required to talk, stand, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols. Minimum Qualifications Education and Experience requirements at this level consist of: A bachelor's degree and five years of professional experience in accounting or auditing, business, public administration, program compliance, fiscal auditing, or related area; or an equivalent combination of education and experience substituting one year of technical administrative* or professional experience in business or public administration for each year of the required education; Including two years of supervisory/management experience, including leading teams and managing individual and team performance, directing projects and/or programs, creating plans, monitoring contracts, and reporting for performance and compliance. *Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager. Note One year of technical administrative* experience may be applied for one year only of the required experience. No substitution will be allowed for the required professional level experience in a supervisory or administrative capacity. Special Skills/Requirements/Preferences Computer Skills – Employee must be capable of proficiently using OESC's standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed. Employee must be capable of lifting, carrying and moving objects of up to 25 pounds. Ability to travel without restrictions to locations with the local workforce areas, and other relevant and necessary state, regional and national meeting.
