Clinical/County Program Manager First Place for Youth Los Angeles, California, United States Are you dedicated to empowering and supporting youth, regardless of their background? Join the First Place for Youth team and make a positive impact on the lives of foster youth across the region. Position Summary The Clinical/County Program Manager is a dynamic, collaborative leader who supervises a multidisciplinary team of social workers, case managers, and specialists. Responsibilities include overseeing operations of an integrated services program for 18-24‑year‑old transition‑age foster and former foster youth (housing, employment, education, intensive case management). The role reports to the Director of Programs and requires clinical expertise, proven managerial experience, and a passion for First Place’s mission. This is a hybrid position requiring onsite presence two to three days per week. Duties & Responsibilities Program Staff Supervision Hire, train, develop, and supervise a multidisciplinary team of social workers, case managers, and specialists. Set work goals and maintain accountability for staff and program outcomes. Facilitate weekly staff meetings and conduct annual reviews. Provide individual supervision, including field observations, and lead clinical supervision groups. Deliver training and consultation on evidence‑based practices such as trauma‑informed care, positive youth development, strength‑based approach, and motivational interviewing. Ensure accuracy and timeliness of participant records, utilization, fidelity, and outcome data. Provide direct intervention, crisis support, and conflict mediation as needed. Be on call for crises after business hours, including weekends and holidays. Program Operations Oversee day‑to‑day operations, track outcomes, manage budget and grants, and implement case plans. Ensure compliance with program policy and program retention of youth in housing. Implement intake and referral systems to maintain full census and low vacancy. Develop relationships with community partners and participate in outreach and marketing. Champion continuous quality improvement and serve on committees as assigned. Leadership and Cross‑Functional Collaboration Collaborate with the Director of Programs and the Management Team to lead program initiatives. Ensure cohesive delivery of housing and support services across the region. Set and achieve strategic operational and performance goals. Represent the agency at meetings with partners and other stakeholders. Coordinate with Finance, Housing, Compliance, Talent, Development, and other departments. Provide local leadership, including ensuring a safe office environment. Other duties as needed. Qualifications Master’s degree in Social Work, Social Welfare, Marriage, Family, and Child Counseling, Child or Educational Psychology, or an equivalent human services or behavioral science degree. Three years of full‑time social work or casework experience in family or child welfare services. Strong dedication to cultural competency. LCSW or MFT with two years of post‑licensure experience preferred. 2‑4 years of managerial experience required. At least 5 years of direct service experience working with underserved or transition‑age foster youth. Knowledge of local community referral resources for program participants. Exemplary people, project, and program management skills. Strong supervisory and collaborative abilities. Understanding of foster care systems and services for young adults and parents. Energetic, outcome‑oriented self‑starter with a creative problem‑solving approach. Exceptional oral and written communication skills. Proficiency with Microsoft Office, database systems, and other relevant tools. Availability for occasional evening, weekend, and some travel work. Employee Assistance Program. 401(k) retirement savings plan. Paid sabbatical. Salary Information MFT/LCSW Licensure Pay Range: $100,949.00 – $107,258.00 annually. Master’s Degree Pay Range: $88,330.00 – $94,640.00 annually. We do not offer relocation assistance. Local candidates preferred. Pay will be determined based on education and experience. First Place does not sponsor work visas. We consider qualified applicants with criminal histories pursuant to applicable California and San Francisco laws.
