Work involves guidance and support for multimedia and audiovisual systems located in Public Hearing Rooms and conference spaces. The position operates large-scale audiovisual and webcasting systems, including the use of cameras, recording devices, public address and video distribution systems for projection/display and reinforcement of meetings. Provide technical and installation support for conference rooms within Region 00. Work as a member of the Audiovisual and Webcasting team serving the agency to promote quality customer service. Essential Job Functions (EJFs): EJF 1: Serves as operation maintenance and oversight of media facilities, production, and distribution-related activities in large-scale meeting rooms and conference spaces, using software-control systems to operate production equipment, route audio and video components, such as cameras and microphones to capture, record and distribute for public broadcast and internal meetings. Oversees the adjustment of sound levels in the public hearing room and audiovisual equipment such as cameras, lighting, and the use of microphones to record public hearings for HHSC agencies. Support multimedia installations by vendors for Region 00 conference rooms. Setup and instruct staff on the usage of the wireless portable microphone systems as well as conference room microphone wireless systems. Perform routine maintenance and is responsible for the management of all audiovisual equipment, which includes checkout, security, and inventory. Provide technical assistance with the operation of audiovisual equipment and advise state staff of the capabilities and applications of the audiovisual equipment. Provide primary audiovisual support during public hearings. (40%) EJF 2: Performs audiovisual recording sessions, edits, and mixes effects, using software-controlled audiovisual systems, sound mixers, microphone systems and loudspeakers to adjust, operate and capture sessions. This includes oversight and adjustment of sounds levels for standalone audiovisual and webcasting systems and integrated large-scale meeting rooms and conference spaces with the use of wireless microphone and sound reinforcement systems, software-control systems, audio software editing applications and streaming media processors for capture/recording, audio enhancement, and duplication. Facilitate the multimedia recording of public hearings for public viewing by providing audio and video to webcasting equipment for live streaming. Record, transmit, convert, and dub sound recordings. Provide and deliver recorded meetings to staff when requested. (30%) EJF 3: Produces, directs, and edits video projects including the planning, scripting, capturing footage, and designing graphics and interactive media materials, by operating audiovisual capture devices such as cameras and microphone systems, software-controlled audiovisual and webcasting systems, presentation and video editing software, and open broadcast software to support meetings, hearings and events with comprehensive multimedia production. Designs, edits, and integrates digital content, graphics, animation, photography, illustrations, and other multimedia visualization and imaging products by utilizing post-production editing software such as Adobe Creative Suite applications to compile, mix, and master captured video and audio content, graphics creation, and rendering of final video product for distribution. (20%) EJF 4: Maintains audiovisual media libraries and catalogs, using physical storage devices, shared drives and cloud storage, to store, maintain, update and organize media using strong file management practice and organization. Additionally, performs administrative support for the program which includes moderate data entry and word processing for online form intake software as it pertained to audiovisual requests and support documentation. Coordinate and track administrative assignments and activities in program shared mailbox and calendar, using Microsoft suite applications to document schedules and support requests. (20%) EJF 5: Other duties as assigned, which may include working on state agency COOP during times of disasters to support the agency. (5%) Knowledge: Knowledge, Skills and Abilities (KSAs): Methods, materials, and tools used in the repair, maintenance, installation, and operation of audiovisual and electronic equipment. Clerical procedures and systems such as managing files, records, modern office procedures, terminology, and Microsoft Suite to include Word, Outlook, and Excel. Record keeping and record management. Skill In: Creating graphics and special effects, as well as editing photos, audio, and video. Use of recording, developing, testing, and maintenance of audiovisual equipment; and the use of a computer and applicable software. Scheduling and coordinating meetings. Ability To: Follow and apply safe work practices, methods and procedures in a facility management office, sound setup, and conference room setup setting. Interact and communicate effectively both orally and in writing with customers to define sound system needs. Respond to inquiries regarding multimedia services. Problem-solve and identify alternative solutions. Establish and maintain effective working relationships with management and peers to include positive communication with internal and external customers. Prioritize and complete multiple tasks; to analyze, interpret and compile data, with close attention to detail. Work under pressure and meet deadlines, establish, and carry out a specific courses of action. Lift, push, pull or carry 50 pounds repetitively while helping with conference room setups, moving office furniture and equipment as needed, and storing/moving project materials. Transfer audio recordings from FTP storage to portable storage devices and cloud storage for distribution. Operate cameras and edit captured footage and audio recordings. Registrations, Licensure Requirements or Certifications: Valid Class C Texas Driver's License. Preferred Certifications: Extron Control Specialist Certification Extron Certified AV Associate Certification Initial Screening Criteria: Graduation from an accredited College, University or Technical College with a focus on broadcast, audio engineering or related field. Preferred Experience: Two years experience operating conference technology with a State of Texas Agency or private event production company.
