Supervisory Facility Operations Specialist

Summary You will serve as a Supervisory Facility Operations Specialist with National Park Service. This position is in the Region 1 Historic Architect Conservation Assistance Center in the PFCA Directorate. This is a temporary promotion and/or detail not to exceed 1 year and can be extended up to 5 years. This temporary promotion MAY be made permanent without further competition. . Responsibilities As a Supervisory Facility Operations Specialist, you will perform the following duties: Manages the regional Maintenance Assistance Team (MAT) program. Develops and implements program framework and guidelines. Oversees the identification, scoping, prioritization, estimating of preservation projects. Manages financial oversight of MAT operations (e.g., travel, purchases, and expenses). Identifies organizational, project and execution issues, assisting with solutions. Develops long range cyclic maintenance, preventative maintenance, and repair/rehabilitation plans. Develops and reviews project proposals, plans, estimates, and schedules for all maintenance and operations. Prepares reports to include annual reports, project summaries, program briefings, accomplishment reports, and annual reports. Qualifications All qualifications must be met by the closing date of this announcement - 08/31/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. Minimum Qualification Requirements: To qualify for this position, you must meet the following Individual Occupational Requirements qualifications: To qualify for this position at the GS-13 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience in the following: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and/or (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Physical Demands: The work includes sedentary tasks performed in an office setting as well as occasional physical activity during on-site reviews and inspections of project sites, and for analyzing program results. Project site visits involve the demands and hazards associated with fieldwork on a construction site or in a backcountry environment. Trail travel by motor vehicle, public transport or on foot may be required and can be extremely demanding. The incumbent must maintain a valid state driver's license to operate passenger vehicles and light trucks. Project sites can be in backcountry wilderness areas demanding special logistics and considerations where access is by helicopter, mule or by half-day to full-day hike. Work Environment: Most work is performed in an office setting during standard working hours. However, considerable travel is required to attend meetings, conferences, and surveys at field locations. Visits to field sites require working outdoors in varying weather conditions and terrain. Some travel is required via automobile, helicopter, airplane, river raft, and trail. Winter driving in snow, ice and potentially hazardous road conditions may be required. Helicopter landings on unimproved landing areas are sometimes required.
