At the full performance level of GS-15, the major duties of this position include, but are not limited to the following:

• Supervision - As Program Manager, the incumbent provides overall national program leadership, staff supervision, evaluation, and control for the programs and offices delegated to the program for management.
• Program Management - Incumbent is responsible for providing national leadership and overall direction, policy formulation and general professional and administrative monitoring for the national Partnerships, Tourism and Philanthropy programs including policy, direction, standards and guidelines, and program evaluation for internal control reviews. Represents the NPS and the Department of the Interior as a nationally recognized authority on meeting partnership, tourism and philanthropy needs of the nation.
• Budget Oversight - The incumbent is responsible for the Partnerships, Tourism and Philanthropy program budget of over $1.2 million. He/she is responsible for budget preparation, financial plans and financial management. This position is suitable for telework and may be allowed to telework with supervisor approval.

• You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
• The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. • the needs and interests of the agency;

This is a supervisory position that may require completion of a supervisory probationary period.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-15 grade level, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include: (1) Managing and supervising the operations of program(s) and employees; (2) Oversight of financial, human resource, and administrative operations; (3) Facilitate planning and organizational change and development; (4) Led complex planning and develop strategic approaches to addressing partnership, tourism and philanthropy issues and opportunities;(5) Facilitate outreach, meetings and relationship building with partners and Federal officials. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: While much of the work is sedentary, it is expected that on site evaluations will occasionally require more strenuous activities. Frequent travel on various conveyances is required.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on their SF-50s).
