PROGRAM ANALYST

The primary purpose of this position is to serve as a Program Analyst within the Special Programs Branch, Requirements Division, J8, United States Special Operations Command (USSOCOM), responsible for material and non-material requirements and solutions for Special Operations Forces (SOF). Responsibilities Develops USSOCOM requirements/capabilities and assists in the dissemination of, and adherence to, acquisition guidance necessary to develop, process, field, and sustain assigned, Special Operations peculiar (SO-P) classified/unclassified material requirements. Advocates commander/user positions in the total life cycle of assigned SO-P material and non-material requirements and equipment. Maintains relationship with operational tests and evaluations personnel of assigned SO-P material requiremetns and equipment to better determine operations suitability of the equipment. Prepares and presents high-level briefings of a classified nature; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Incumbent is responsible to ensure the core classified national protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of advanced program management and organizational principles and practices and a comprehensive knowledge of classified unclassified requirements regulations, guidelines, principles and processes; and a thorough knowledge of classified/unclassified requirements regulations, guidelines, principles and processes; and a thorough knowledge of Department of Defense, USSOCOM Components, Theater Special Operations Commands (TSOCs), and Service operation and planning in the SOF environment and the way USSOCOM capabilities integration documents supports them. Comprehensive knowledge of the Federal, DOD, and Service Joint Capabilities Integration System processes. USSOCOM Special Operations Forces Capabilities Integration and Development System processes and thorough knowledge of USSOCOM Component and TSOC organizational goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of requirement process actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply JCS, DOD and command management principles, concepts and methodologies, as well as Joint Capabilities Integration and Development System (JCIDS) and Special Operations Forces Capabilities Integration and Development System (SOFCIDS) policies, directives, and procedures. Knowledge of the mission, roles, functions organizational structures, and operation of USSOCOM and Subordinate component organizations to provide command level staff guidance and/or conduct studies to determine Special Operations requirements. Knowledge of requirements and acquisition management principles (to include JCIDS and SOFCIDS) and techniques as they relate to classified/unclassified requirements oversight, review, approval and command-level funding. Knowledge of the relationship of various unclassified and classified entities involved in overall planning and execution of military operations and evaluations, and the way the JCIDS and SOFCIDS processes supports them. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, and devise recommended solutions and package the entire process in briefings, reports, or papers suitable for top management use and decision-making. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
