Duties

• Serves as Senior Analyst conducting capability assessments and resource estimates for existing and conceptual Sensitive Activities (SA), Counterterrorism (CT) efforts, and other Special Programs (SP) to support USSOCOM's acquisition actions and strategic planning process (SPP) decisions.
• Develops recommendations and presents program resource briefings to senior decision makers. Oversees and ensures the collection of program resource inputs from internal and external sources, manages the independent analysis of the information, leads the formulation of resourcing recommendations, and prepares or presents decision briefs.
• Applying broad leadership and command/management expertise, acts as USSOCOM's Sensitive Activities Analysis Officer, responsible for day-to-day management, formulation, and defense of highly complex, often controversial SA program submissions.
• Provides comprehensive independent program analysis to evaluate all aspects of Sensitive Activities (SA) programs and resourcing of USSOCOM acquisition, manpower, operational and support requirements. Ensures the accuracy of reviews and compares funding profile recommendations against acquisition lead times and delivery schedules to ensure programs' compliance with acquisition and resourcing standards.
• Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

• Work may require travel away from the normal duty station on military and commercial aircraft to conduct training and evaluate programs

Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of a departments/agency's Planning, Programming, Budgeting, and Execution (PPBE) processes; and thorough and detailed understanding of policies, procedures, directives, regulations, and instructions to develop, recommend, and implement program resource strategy, and develop new methods and techniques to forecast long-range funding requirements. To include the ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge and experience in USSOCOM and DoD Planning, Programming, Budgeting and Execution (PPBE) principles, the USSOCOM and DoD Strategic Planning Process (SPP), and USSOCOM and DoD acquisition and life cycle management policies and procedures; analyzing, evaluating, and interpreting the impact of legislative, policy and regulatory decisions on operational requirements and acquisition programs.
• Knowledge of concepts and practices needed to evaluate contractor proposals and activities, as well as resourcing and program evaluation methods.
• Knowledge and skill in selecting and applying independently a variety of analytical methods and techniques to resourcing processes and in recognizing and analyzing resourcing problems, conducting research, summarizing results, and formulating appropriate program recommendations.
• Skill in stratifying resources against approved programs; presenting, defending, and justifying Sensitive Activity (SA), Counterterrorism (CT), and Special Programs (SP) decisions at program reviews; analyzing impact of budget actions on major force programs; and forecasting accurate long-range funding requirements.
• Skill in verbal, written, and visual explanation, presentation, and defense of resourcing information.
• Ability to apply program analysis techniques to make effective recommendations in the decision- making process and to plan and execute complex, multi-faceted projects and lead or participate in collaborative cross-functional teams.

Additional Conditions of Employment:

• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• This position is a Financial Management Level 3 certified position, IAW the National Defense Authorization Act (NOAA) of 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
