Development Manager

Harmony Housing Affordable Development Inc. (HHAD) is a leading developer focused on affordable rental housing for low‑wealth households. We seek an experienced Development Manager to help us oversee the planning, advancement, and execution of USDA‑financed rural affordable housing projects and projects within our multi‑family portfolio. Primary Duties and Responsibilities: Project Management & Execution : Lead a development team to manage multiple affordable housing projects, oversee schedules, funding applications, design, entitlement processes, track and report milestones, and schedule and document development‑phase meetings. Financial & Legal Coordination : Assemble funding applications for federal, LIHTC, tax-exempt bonds, USDA, and other financing sources; negotiate and review purchase and sale agreements, development agreements, and other legal documentation; coordinate due diligence activities and ensure compliance with financial and legal standards. Stakeholder & External Relations : Represent HHAD in meetings with local officials, planning commissions, community groups, and maintain relationships with governmental agencies, investors, lenders, and key stakeholders; prepare materials for public meetings and lead community engagement efforts. Design & Construction Integration : Collaborate with internal construction teams and external designers to ensure project goals are met; identify potential risks and recommend mitigation strategies throughout the development process. Team Collaboration : Partner with underwriting, construction, finance, and accounting teams; provide regular updates and progress reports; mentor and support junior team members; foster a collaborative work environment. Qualifications and Experience: Bachelor’s degree in business, real estate, finance, urban planning, or a related field; Master’s degree is a plus. 3‑5 years of progressive experience in affordable housing development, real estate investment, or a related field. Familiarity with land use, public financing, entitlement processes, and affordable housing mechanisms such as LIHTC, tax‑exempt bond financing, FHA mortgage insurance, USDA, Fannie, and Freddie. Ability to work both independently and as part of a team in a fast‑paced environment, with strong analytical, problem‑solving, and decision‑making skills. Experienced negotiator with the ability to recognize and mitigate investment risks. High‑energy, organized, highly detailed, and results‑oriented professional capable of managing multiple projects under strict deadlines. Strong written, oral, and public‑speaking communication skills; clear and concise expression of ideas to diverse teams. Advanced computer skills (Microsoft Office Suite, Adobe, SharePoint, Smartsheet, and related programs). Exceptional customer service and interpersonal skills; ability to build and maintain relationships with internal and external stakeholders. Ability to manage daily responsibilities and projects with minimal direction while collaborating closely with a team to provide solutions.
