Job Description:

Security Clearance:

• Must have or be able to obtain an OPM Public Trust T2S clearance. National Agency Check Inquiry (NACI) required

Education/ Certification Mandatory:

• Juris Doctor (JD) required. Must be admitted to practice law in at least one jurisdiction.

Work Experience Mandatory:

• Minimum 6 years of experience. Minimum 3 years directly managing a 15 20 person FOIA and/or Records Management (RM) program. Must demonstrate knowledge of FOIA legal precedent, case law, and opinions; ability to triage and process voluminous and complex FOIA requests; ability to compile statistical data from tracking systems; proficiency with Westlaw and PACER; proficiency with Adobe Acrobat Pro, Microsoft Excel, Word, and PowerPoint; exceptional oral/written communication; and exceptional organizational, case management, and time management skills.

Work Experience Nice To Have:

• Experience supporting USDA Agency, Department-level Federal FOIA program support; FOIA statutory compliance; FOIA program oversight and performance measurement; complex and voluminous FOIA processing; administrative appeals; FOIA litigation support; Vaughn Indexes and declarations; FOIA regulations, policies, and directives; FOIA modernization; records lifecycle improvements; quality control; reporting; and Federal agency support.

Roles And Responsibilities:

• Provide overall FOIA program management support for administration of USDA's FOIA programs. Develop and maintain a comprehensive Project Plan encompassing all tasks using project management and FOIA expertise.
• Implement methods to measure FOIA performance and results.
• Develop, implement, and maintain a Quality Control Plan to ensure deliverables are substantively and grammatically correct.
• Provide reports covering daily tasks and closures performed by contract staff. Advise management regarding FOIA legislative requirements.
• Directly supervise Contractor personnel and serve as the Contractor leadership interface for Government tasking while preserving the non-personal-services nature of the BPA.
• Maintain qualified staffing and ensure personnel remain appropriately trained and current on required skills, certifications, and qualifications.
• Support planning and strategy sessions, customer interaction, problem resolution, operational reporting, and coordination with Government stakeholders. Manage performance against contractual deliverables, schedules, quality standards, and staffing requirements.
• Ensure new positions are staffed within 30 calendar days and replacement positions within 20 calendar days, unless an exception is approved by the CO.
• Coordinate performance issues with the COR and promptly elevate problems or potential issues affecting performance.
• Ensure compliance with security, confidentiality, Privacy Act, Government information, data rights, OCI, personnel eligibility, and workforce requirements.
• Support execution and oversight of the FOIA program in an environment involving FOIA request processing, referrals, consultations, administrative appeals, Privacy Act requests, complex records reviews, redactions, large-scale collections, litigation-support products, modernization, and records lifecycle improvements.
