Affirmative Civil Enforcement (ACE) Investigator with Security Clearance

Affirmative Civil Enforcement (ACE) Investigator – Full‑Time, Experienced – Department: Legal Services. CGS is looking for an investigator with extensive experience in investigative techniques and fraud detection to support a large federal agency initiative focused on fraud in areas such as healthcare, contracting, and grants. Responsibilities Generate new investigations and conduct ongoing civil actions involving fraud and abuse of federal public funds and programs. Meet regularly with ACE attorneys and agency personnel to initiate fraud investigations. Perform ancillary investigative services supporting assigned fraud cases. Utilize electronic databases (public records, property records, business records, government databases) to locate documents, witnesses, and evidence. Prepare progress reports for AUSAs and supervisory attorneys, including findings, analyses, recommendations, and assessments of evidence and witnesses. Examine books, ledgers, payrolls, cost reports, billing statements, invoices, correspondence, computer data, and other records related to the investigation. Analyze large‑scale hard‑copy and electronic data (e.g., health care claims, financial transactions, accounting records) to develop investigative leads and assess relevance. Gather and analyze facts such as witness statements, timelines, and scientific or technical data to build proof for litigation or settlement. Develop and analyze evidence, clarify suspect or organization patterns, identify relevant information, and recommend approaches to investigators. Assist ADE AUSAs with in‑person and/or telephonic interviews, depositions, and sworn examinations of witnesses. Assist with preparation and service of subpoenas for documentary materials, interrogatory answers, or witness testimony. Develop an understanding of applicable federal, state, and local laws; determine proof requirements and methods for evidence preservation and presentation. Assist in planning, scheduling, and conducting investigations and identify required resources. Perform other related ACE investigator duties as assigned. Attend required meetings and trainings. Qualifications Proficiency with MS Office (Word, Excel, Outlook, Access) and Adobe Acrobat Pro; experience with document review/management platforms such as Relativity and docketing software is a plus. Ability to review and understand a wide variety of documents, including legal motions and briefs. Independent thinking and development of investigative strategies tailored to specific cases. Excellent communication skills; ability to work professionally and effectively with all levels of staff. Meeting deadlines and functioning as a team player in a professional office environment. Courteous and tactful interaction with people.
