Director, Facility Management (Off-Hours) (Multiple Positions)MTA Bridges and Tunnels operates the largest bridge and tunnel network in New York City, managing nine crossings that include seven bridges and two tunnels. Serving more than 336 million vehicle crossings each year, this network connects communities across the five boroughs and supports regional mobility. In addition, MTA Bridges and Tunnels oversees the Congestion Relief Zone, working to ensure safe, efficient travel and a more sustainable urban environment. New hires are eligible to apply 30 days after their effective date of hire.Job Summary: The Director of Facility Management is responsible for managing the 24/7 operations and maintenance of one or more MTA Bridges and Tunnels (B&T) facilities. Reporting to the Assistant Vice President of Facility Management, the incumbent ensures the safe, efficient, and reliable operation of facilities while minimizing impacts to customers. Key responsibilities include managing daily operations, implementing traffic management strategies that promote the efficient movement of vehicles while maintaining a high level of customer service. The Director directs and coordinates responses to emergencies and incidents, implementing effective mitigation measures to protect employees and customers while ensuring the rapid restoration of normal operations. The Director also manages the maintenance of facility assets—including roadways, structures, buildings, and vehicles—ensuring they remain in a state of good repair and compliant with all safety and operational standards. The role emphasizes minimizing customer disruptions while maintaining the highest levels of safety, service quality, and operational reliability. The Director provides leadership and guidance to facility staff, ensuring alignment with MTA B&T policies, strategic objectives, and regulatory requirements. This role supervises represented, non-represented, and contract employees, exercising moderate decision-making authority. In collaboration with the Assistant Vice President of Facility Management, the Director contributes strategic input on staffing, budgeting, operations, and maintenance initiatives—with a focus on safety, security, and customer service. Additional responsibilities include managing represented operations and maintenance staff, including oversight of time and leave, scheduling, and training. Allocating personnel and other resources to support traffic management, emergency management, law enforcement, revenue recovery, facility maintenance, and employee and customer safety. The role also provides direction on initiatives that improve faculty performance and employee effectiveness, ensuring the efficient use of resources to achieve organizational goals and objectives. The Director coordinates and interacts with multiple internal departments, including Facility Management, the Operations Command Center (OCC), Central Maintenance, the Special Operations Division (SOD), Construction & Development (C&D), ITS Tolling, the Training Department, the Central Control Unit (CCU), and the Central Operations Notification Unit (CONU), as well as external agencies, to support safe and efficient facility operations. Carey TunnelMaintenance: Central Maintenance and/or FleetKey Responsibilities:Manage the 24/7 operations and maintenance staff of one or more facilities, with the fundamental goal of ensuring safe, secure, and efficient travel corridors for customers. Flexible work hours - requiring working PM and midnight tours.Allocate staff and resources across all areas of facility operations and maintenance, including but not limited to security, law enforcement coordination, traffic management, revenue retention, customer and employee safety, and the upkeep of facility infrastructure and assets.Respond to emergencies and incidents, ensuring required protocols are implemented to effectively mitigate the situation with minimal impact on customers.Manage work schedules to ensure facilities are staffed appropriately based on quantitative measures of demand and in compliance with labor contracts.Plan and forecast daily and future operational staffing needs to support safe, efficient, and reliable facility operations.Interface with other departments to ensure operational and maintenance needs are consistently met.Collaborate with Construction & Development (C&D) and Central Maintenance during capital and maintenance projects to maintain safe operations and minimize disruptions to customers.Coordinate with the Security Operations Center on security systems and operational security issues.Communicate with the Operations Command Center to ensure critical information is disseminated and necessary resources are provided when needed.Manage and update time and leave records for staff to ensure accuracy and compliance.Review, reconcile, and approve timecards in coordination with the Central Control Unit.Manage mandatory training programs for Operations and Maintenance employees by directing instructors and consultants, monitoring course delivery, and reviewing class evaluations to ensure effectiveness.Respond to emergencies and incidents by implementing required protocols to effectively mitigate the situation, ensuring minimal impact to customers and the corridor, and achieving a safe resolution.Performs other duties as assignedComplies with all policies and standardsMay be required to work hours outside regular work hours, as applicableObserves the work performed by contractors, as applicableReviews invoices and approves them if the work has contractual standards, as applicableAddresses performance issues with the contractor when possible, as applicableEscalates issues to other parties when needed, as applicableQualifications:Bachelor's Degree in Arts/Sciences (BA/BS) in Engineering, Transportation, Systems, Technology, Project Management, Facility Management, Fleet Management, or Asset Management.An equivalent combination of education and experience may be considered.Minimum 10 years of progressive experience in facility management, transportation operations, infrastructure, or a related field.Minimum 5 years in a management or supervisory role in a large, multi-faceted organization.Proficient in Microsoft Office Suite and document management software.Excellent communication and interpersonal skills, with the ability to build strong relationships and work collaboratively with internal stakeholders.Proven ability to perform effectively in a high-profile, high-pressure environment.Strong team building, listening, problem-solving, and prioritization skills.On-site availability required during emergencies, including active participation in crisis response efforts.Flexibility to work nights, weekends, and holidays as operational needs require.Ability to travel to TBTA facilities and respond during emergencies.Unrestricted driver's license in New York State.Preferred:Proven leadership skills with the ability to motivate and guide diverse teams.Exceptional interpersonal skills with the ability to build effective working relationships.Ability to successfully interact with internal and external stakeholders at all levels.Specialized knowledge of facility operations, maintenance, revenue protection, and safety policies and procedures.Proficiency in software applications including Visio, Power BI, Kronos, and PeopleSoft.Additional Information: This position description is not intended to be a complete list of all responsibilities, duties or skills required for the job and is subject to review and change at any time, with or without notice, in accordance with the needs of the organization.
