Location: Manchester, Connecticut (Hybrid/On-Site – site assessments, municipal meetings, installation coordination, public outreach, and project activities as required)

Duration: Three-Year Contract Option / ATESD Program Implementation and Ongoing Support

The Town of Manchester, Connecticut is seeking an experienced Automated Traffic Enforcement Safety Devices (ATESD) Implementation Consultant to plan, design, implement, and support an automated traffic enforcement safety program. The selected consultant will provide technical and operational support covering site selection, crash and speed data analysis, system engineering, permitting, equipment installation, public engagement, enforcement operations, analytics, maintenance, and ongoing technical support.

Key Responsibilities:

✔ Conduct site selection, crash analysis, speed-data analysis, and traffic safety assessments to identify locations appropriate for ATESD deployment.

✔ Support development of municipal ordinances, policies, and operational frameworks required for the ATESD program.

✔ Design and engineer ATESD solutions, including specifications for cameras, enforcement equipment, signage, and associated hardware .

✔ Coordinate with CTDOT, Eversource, municipal departments, and other third parties for permitting, approvals, utility coordination, and system interfaces.

✔ Coordinate and support installation, calibration, testing, maintenance, repair, and replacement of ATESD equipment.

✔ Develop and execute public outreach and community engagement strategies , including resident input, public communications, and notifications before system activation.

✔ Recommend staffing requirements and operational procedures for municipal review of traffic infractions and citations .

✔ Provide user training, technical support, system diagnostics, reporting, and performance analytics to monitor program effectiveness.

✔ Support development of processes for fine revenue collection and administrative appeals .

✔ Analyze ATESD effectiveness, including impacts on speed reduction, accident reduction, and vulnerable road-user safety .

✔ Establish appropriate data protection, retention, security, and information-sharing procedures for photographs, vehicle information, and other collected data.

Required Experience:

✅ 3–5+ years of experience in automated traffic enforcement, intelligent transportation systems, traffic safety technology, transportation engineering, or related fields .

✅ Demonstrated experience implementing and operating Automated Traffic Enforcement Safety Device (ATESD) programs for municipalities or comparable jurisdictions.

✅ Proven experience with traffic crash analysis, speed studies, site selection, traffic safety assessments, and enforcement technology deployment .

✅ Experience with system design, engineering, camera/hardware specifications, signage, installation, calibration, and technical maintenance.

✅ Experience coordinating with state transportation agencies, electric utilities, municipalities, permitting authorities, and other third parties .

✅ Demonstrated ability to provide public outreach, community engagement, user training, technical support, reporting, and performance tracking .

✅ Experience developing operational processes for citation review, fine collection, administrative appeals, and municipal enforcement workflows .

✅ Knowledge of data security, privacy, retention, and controlled sharing of enforcement imagery and related information .

✅ Demonstrated history of successfully implementing ATESD programs in comparable jurisdictions, including measurable safety and operational outcomes. The RFP places substantial evaluation weight on successful ATESD implementation history and performance.

✅ Excellent project management, technical communication, stakeholder coordination, analytical, training, and public engagement skills .
