HUMAN SERVICES SPECIALIST I-II – Long‑Term Care Unit Location: Concord, NH – Main Building Salary: $22.50/hour – $34.14/hour (plus benefits) Job Title(s): HSS I and HSS II Annual Salary Range: $45,900–$70,400RESPONSIBILITIES
HSS I
Provide direct service to individuals and families to determine and certify eligibility for state and federal public assistance programs. Conduct whole‑person needs assessments and connect clients with internal and external resources to achieve economic stability and self‑sufficiency. Audit and analyze client records to ensure accurate and timely decisions. Assess and address emergent needs and cultural barriers to ensure equitable access to department programs. Apply federal and state regulations for approximately 46 benefit programs, including Medicaid, SNAP, TANF, and long‑term care. Research and analyze applicant data using systems such as New HEIGHTS, NECSES, EBTEDGE, MMIS, SAVE, and NH EASY. Conduct interviews and direct services in community settings. Identify potential fraud or over‑issuance and refer for investigation. Participate in Tier One and Tier Two Resolution Call Centers to resolve caller inquiries and provide technical assistance. Maintain high performance ratings in error‑rate metrics and other quality indicators. Communicate professionally with a diverse client population and partner agencies.HSS II
Perform all responsibilities of HSS I with added supervisory functions. Mentor and train staff, conduct performance reviews, and resolve scheduling and operational issues. Respond to grievances, legislative inquiries, and provide outreach and education. Assist with program development, policy recommendations, and long‑term change initiatives. Lead resolution call center activities and manage customer service cases. Maintain performance standards and support continuous improvement of services.QUALIFICATIONS
HSS I – Minimum Qualifications Education/Experience: Associate’s degree and 2 years of experience; or equivalent 4 years of education and experience post‑high school in customer service, social services, finance, or case management. License/Certification: Valid driver’s license or reliable transportation. Other Requirements: Ability to travel up to 50 miles for temporary assignments or training. Willingness to work overtime as needed. Preferred Qualifications: Strong verbal and written communication, proficiency in Microsoft Word and Internet/email systems. After‑Hire Requirement: Complete all required training and supplemental curricula within the first 12 months. HSS II – Minimum Qualifications Education/Experience: Bachelor’s degree and 1.5 years of experience; or equivalent 5.5 years of education and experience post‑high school in customer service, social services, finance, or case management. License/Certification: Valid driver’s license or reliable transportation. Other Requirements: Ability to travel up to 50 miles for temporary assignments or training. Willingness to work overtime as needed. Preferred Qualifications: Strong verbal and written communication, proficiency in Microsoft Word and Internet/email systems. After‑Hire Requirements: Complete human services training within the first 12 months if not transitioning from an HSS I role. Maintain an average combined score of 85% on evaluations and assessments.
