Business Analyst

The Business Analyst will support the Division of Information Technology (DoIT) in documenting and modernizing home-grown systems within the Iowa Department of Health and Human Services. This role focuses on enabling the modernization of Medicaid and Integrated Eligibility Systems by establishing a cloud foundation, facilitating enterprise integration, and driving application modernization strategies aligned with CMS requirements. The analyst will work within an agile framework to gather and analyze requirements, engage with stakeholders, and support project delivery for a FedRAMP Moderate environment on Google Cloud. Responsibilities:

• Create, present, and maintain user stories, acceptance criteria, demo expectations, and design documents.
• Document, trace, prioritize, and assess changes to business processes and requirements.
• Collaborate closely with decision makers, system owners, and end users to support core processes and business objectives.
• Conduct research and data analysis to recommend solutions and process improvements.
• Advise clients or department heads on alternative solutions and best practices.
• Work within an agile methodology to deliver value and adapt quickly to changing needs.
• Coordinate with IT teams to drive projects to successful completion.

• Minimum 8 years experience working on large, complex IT systems.
• Expertise in eliciting requirements, writing user stories, defining acceptance criteria, and facilitating communication between stakeholders and developers.
• Strong knowledge of SDLC procedures and system development methodologies.
• Experience managing stakeholder expectations and priorities within a project governance framework.
• Proven task management skills to handle multiple projects and changing priorities.
• Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Visio).
• Experience with Agile methodologies and delivering software in an agile environment (minimum 6 years).
• Familiarity with Application Lifecycle Management tools such as Azure DevOps, TFS, JIRA, or RTC (minimum 5 years).
• Working knowledge of Microsoft SQL Server Management Studio or other relational database tools.
• Bachelor s degree in Management Information Systems, Business, or related field, or equivalent experience.
• Strong interpersonal, verbal, and written communication skills.
• Experience in process mapping, group facilitation, data gathering, and analysis.

• Experience providing consulting services to governmental entities.
• Familiarity with advanced information management practices, data modeling standards, and architecture design (minimum 3 years).
• Ability to analyze business strategy and translate it into system requirements.
• Experience guiding business case development including cost/benefit and risk/impact analysis.
• Strong focus on continuous improvement of business processes and technology solutions.
• Ability to decompose complex concepts into manageable tasks while maintaining an end-to-end business process perspective.
