Human Resources Technician I/II

$1,757.6 - $2,355.2 per month

Butte County

This classification is scheduled to receive a 5% COLA effective July 2027. The Butte County Department of Human Resources is seeking a Human Resources Technician. This is a people-focused position that plays an important role in welcoming and supporting new employees. As part of this position, you will provide friendly and professional assistance at the front desk and by phone, answering benefits-related questions and helping employees understand and navigate their benefit options. A key responsibility of this role is maintaining accurate and up-to-date employee information within HR systems and supporting engaging benefits presentations during New Hire Orientation. You will also contribute to a variety of essential HR processes, including distributing required notices, managing retiree and COBRA billing, processing benefits changes, updating onboarding materials, and completing fingerprinting for new hires. This is an excellent opportunity for someone who enjoys building relationships, staying organized, managing a diverse range of administrative responsibilities, and making a meaningful contribution to the overall employee experience. The ability to multitask is highly desired. Interviews are tentatively scheduled for Tuesday, October 27th. This recruitment is for Level I and II. The salary range for level I is $1,757.60 - $2,355.20 biweekly ($21.97 - $29.44 per hour). The salary range for level II is $1,941.60 - $2,600.80 biweekly ($24.27 - $32.51 per hour). Note: A training and experience evaluation may be utilized to determine an applicant's ranking among qualified candidates. Based upon information provided in this application including responses to supplemental questions, an applicant's education, training and experience (full-time equivalent) may be evaluated. Applicants should provide thoughtful and thorough responses to supplemental questions as they play an important role in this recruitment process. All qualifying work experience that is described or included in responses to supplemental questions MUST also be included and detailed in the "Work Experience" section of this application. "See Resume" is not an acceptable response for any supplemental question. FLSA: Non-Exempt DEFINITION Under immediate or general supervision, performs a variety of responsible technical human resources support functions including preparing, maintaining, and processing the County’s payroll and assisting in administering benefits programs; prepares, maintains, and distributes a variety of payroll, benefits, and human resources records and reports; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives immediate (Human Resources Technician I) or general (Human Resources Technician II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. CLASS CHARACTERISTICS Human Resources Technician I : This is the entry-level classification in the human resources technician series. Initially under close supervision, incumbents learn and perform routine duties in support of payroll, benefits, and human resources functions. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Human Resources Technician II : This is the journey-level classification in the Human Resources Technician series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Human Resources Technician in that the latter performs the more complex work assigned to the series, such as administering leave programs, compiling and preparing payroll, leave, and benefits reports, and/or providing technical and functional direction and training to department human resources and payroll representatives. Positions in the Human Resources Technician classification series are flexibly staffed; positions at the II- level may be filled by advancement from the I-level; progression to the next level in the series is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the next level in the class series. EXAMPLES OF TYPICAL JOB FUNCTIONS Receives, reviews, verifies, and processes time reporting, personnel transaction, benefits, and related human resources documents to prepare payroll for the County and external agencies; audits such documents for completeness, accuracy, and compliance with rules and regulations; audits leave usage; calculates estimated gross pay, deductions and withholdings, and net pay; reviews payroll reports and makes adjustments and corrections as necessary; issues paychecks, garnishment checks, and supplemental checks; prepares and issues required notifications and forms to employees.
