Chief Operating Officer

Job Summary

We are seeking a Chief Operating Officer for a direct hire executive opportunity with a mission-driven healthcare services organization in San Jose, CA. This leadership role is ideal for an experienced healthcare operations executive who is passionate about improving access to care, strengthening clinic performance, and leading operational teams across a multi-site community-based clinical network.

The Chief Operating Officer will work closely with the CEO, executive leadership, clinical leaders, and operational directors to drive daily operations, strategic initiatives, patient access, resource utilization, and service delivery excellence. Key Responsibilities

- Lead and oversee day-to-day clinic operations, including clinical operations directors, front office services, member services, referrals, medical records, call center functions, and operational support teams.
- Monitor utilization and performance metrics such as patient volume, no-show rates, third next available appointment, scheduling access, staff productivity, resource allocation, and patient throughput.
- Develop and implement operational strategies that improve efficiency, patient access, workflow consistency, staffing effectiveness, and overall clinic performance.
- Partner with clinical, medical, finance, administrative, and technology leaders to support high-quality care delivery, budget performance, regulatory compliance, and strategic organizational goals.
- Build and maintain effective relationships with vendors, service partners, contract authorities, community stakeholders, and external healthcare partners.
- Prepare reports, analyze operational process and outcome data, attend leadership or board-related meetings as needed, and represent the organization when requested.

Compensation and Benefits

- Salary range: $200,000 to $275,000 per year.
- Job type: Direct hire.
- Location: San Jose, CA.

Required Qualifications and Skills

- Oversee daily operations across a multi-site healthcare clinic network.
- Lead operational improvement initiatives focused on access, productivity, staffing, patient flow, and service delivery.
- Manage operational budgets, financial performance, reporting, and resource planning.
- Partner with executive and clinical leadership to implement strategic short-term and long-term organizational initiatives.

- Master’s degree in Public Health, MBA, MS, or related field with a healthcare service delivery emphasis.
- Minimum of five years of experience as a Chief Operating Officer or similar senior healthcare leadership role.
- Experience in a Federally Qualified Health Center or comparable community healthcare environment with large-scale operations, such as 500 or more employees and/or a $50 million budget.
- Strong knowledge of medical operations, clinic administration, healthcare service delivery, regulatory compliance, and operational performance management.
- Proven ability to plan, organize, implement, evaluate, and improve programs, systems, workflows, and operational processes.
- Extensive budgeting, financial management, forecasting, and business planning experience.
- Supervisory leadership experience, including workforce planning, hiring recommendations, performance management, training, coaching, employee motivation, and problem resolution.
- Experience working effectively with ethnically diverse communities, clients, teams, and partner organizations.
- Proficiency with Microsoft Office products, including Outlook, PowerPoint, Excel, and Word.
- Strong communication, collaboration, analytical, and executive leadership skills.

Preferred Qualifications

- Experience managing HRSA contracts and multi-funded healthcare programs.
- RN license or Medical Assistant certification.
- Experience with EPIC, Compliatrics, or similar healthcare technology platforms.
- Prior leadership experience in community health, public health, or safety-net healthcare operations.
- Experience working with boards, committees, public agencies, community partners, and external healthcare networks.
