Supervisory Inventory Management Specialist

VETERANS HEALTH ADMINISTRATION

Summary

Incumbent serves as the Chief of Total Supply Support and provides direct supervision to a group of employees performing at the GS-11 level and below. Provides administrative and technical supervision necessary for accomplishing the work of the unit. The incumbent has full authority and responsibility for the management of all supply chain operations. Individual provides leadership, training, guidance, and conflict resolution to the Total Supply Support Section.

Duties

Help

  • Directs SCM administrative sections including personnel, supply chain management, budget.
  • Knowledge of interrelated supply chain and inventory management processes to coordinate the objectives and plan of independent organzations receiving local and rurla supply support.
  • Ability to analyze independently and resolve difficult inventory management issues and problems.
  • Ability to interpret policy direction for specific operating requirements.
  • Develops guidance for applying supply policy, procedures, techniques and responds to problems or questions associated with inventory management involving implementation of inventory management guidelines.
  • Responsible for and exercises independent judgement in all facets of the consumable medical commodity, non-biological implant and re-usable medical equipment programs.
  • Plans and schedules ongoing production-oriented work monthly, quarterly, and on an annual basis; directs and assigns short and long term projects.
  • Assists in the dvelopment of technical data, estimates, performance measure statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize.
  • Decides the methodologies to use in achieving work goals and objectives, and in determining other management strategies.
  • Responsible for the computerized inventory management system and Real Time Location Systems
  • Manages effectiveness of planning, budgeting, and inventory control.
  • Utilizes computer technology to conduct analytical studies, evaluate cost of operations, and develop enhancements and improvement to the storage and distribution.
  • Coordinates the objectives and plans of several independent organizations receiving local supply support.
  • Knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of inventory management programs and/or supply chain operations; knowledge of the Government Micro purchase Card Program.
  • Ability to resolve issues and controlling actions in an inventory management function for complete category materials.
  • Ability to analyzeindependently and resolve difficult inventory management issues and problems; ability to analyze and formulate business cases and develop statements of work for requirements planning and contract administration; and the abulityto interpret policy direction for specific operating requirements.
  • Develops guidance for applying supply policy, procedures, techniques, equipment and methods; responds to problems or questions associated with inventory management involving implementations of inventory management guidelines.
  • Knowledge, ability, and skill to clearly communicate the formal employee performance management system; ability to communicate verbally and in writing informal feedback and periodic employee performance evaluations; knowledge, ability, and skill to resolves informal compaints and grievances.
  • Knowledge of and ability to use IFCAP, Real Time Location Systems, AEMS/MERS, Microsoft outlook, Microsoft word, Microsoft Excel, Sharepoint, Generic Inventory Package, Data Collection and Extraction Programs, Electronic Contract Management System, Point of Use Systems, and other computer systems utilized on a daily basis.
  • Knowledge of technical health care commodities, re-usable medical equipment and administrative equipment required in the operation of these VA complexes in order to properly classify items, identify salient characteristics.
  • Knowledge of materiel management regulations, appropriate acquisition regulations, use standards, and cataloging criteria to correctly process commodity and re-usalbe medical equipment requests.
  • Knowledge of fund control point management, budgeting, and procurement procedures.
  • Prepares reports in various formats, writing statement of work, performing technical review of contracts, discussing medical commodity needs with indiviuals from various backgrounds and professions as well as speaking to groups of various sizes.
  • Utilizes and interprets A and other government regulations, manuals, handbooks, and local procedure/policies.
  • Responsible for reviewing all incoming non-medical/medical commodities and non-biological implants from all supported services and clinics verifying salient characteristics, budged, and compliance with established budget controls and standards.
  • Compiles, analyzes, and summarizes information relating to a wide variety of commodity requirements; develops strategy and time frames to resolve conflicts and recommends any alternative methods to obtain needed commodities.
Work Schedule: Monday - Friday 8:00am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Applicants must have at least one (1) full year of specialized experience equivalent to the GS-11 level in the Federal Service that has equipped applciant with the particular knowledge, skills and abilities to successfully perform the duties of Supervisory Inventory Management, and that is typically in or related to the work of this position. Specialized experience includes: planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints; serving as a team lead or senior specialist assisting with the direction and control of supply chain planning; handling contract related services, product acquisition, and procurement of items in a healthcare environment; overseeing contracts from pre-award to post-award; preparing procurement packages including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, sole source justifications, etc.); developing and analyzing reports to make recommendations on acquisition and contracting issues; participating in negotiations throughout all phases of contract administration; and monitoring expenditures and reporting on deviations from contract terms; specialized knowledge and experience of logistics support activities in areas of acquisition management, contracting, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary and is usually accomplished while seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings, conferences, rounding or while researching files. Items carried typically are light objects.

Receiving Service Credit for Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
