Position Overview/Duties Announcement Type : Direct-Hire Authority (DHA) Position Type : Permanent USACE Organization : Army Geospatial Center (AGC) Locations (City, State) : Alexandria, VA INTRODUCTION: The incumbent works under the supervision of the Army Geospatial Center Contracting Chief. Serve as Senior Contracting Officer with the ability to hold an unlimited warrant. Serve as a GS14 Branch Chief, supervising and guiding a team of contract specialists in the full spectrum of acquisition activities, including planning, solicitation, award, and administration. Develop and implement acquisition strategies to meet mission objectives while ensuring compliance with acquisition regulations and agency policies. Provide leadership through mentoring, training, and performance management. Collaborate with stakeholders to address procurement challenges, resolve problems, and deliver mission-critical results efficiently and effectively. DESCRIPTION OF ASSIGNMENT/DUTIES: Th e position serves as a supervisor, Contracting Officer and Contract Specialist for significant and complex program performance of acquisition planning, execution and contract management. Contract Management: Develops complete acquisition packages and implements long-term and short-term acquisition strategies. Provides expert guidance for procurement documents and coordinates all acquisition planning materials. Establishes procurement objectives focused on competition and pricing, while designing the contractual framework with relevant policies and conditions. Collaborates with technical staff to ensure solicitations lead to technically sound contracts that meet customer needs. Advises personnel and program/project managers in acquisition meetings, exploring innovative contracting methods to achieve program goals. Manages the procurement of all types of supplies, services and research and development. Supervision: Develops acquisition strategies through the AGC Directorate and assigns work to team. Serves as the primary Contracting Officer during major contract negotiations. Implements contracting law and ensures staff adheres to policies and procedures. Serves as contracting officer, contract specialist and advisor to project delivery teams. Develops and implements new and innovative contracting approaches and arrangements in geospatial and information technology. Supervisory and managerial responsibilities. Competencies needed for the position: Leadership Decision-Making Oral Communication Ability to manage a portfolio and a small team. Supervisory experience preferred. Ability to manage all phases of the acquisition life cycle process (acquisition planning, source selection, award, contract administration, contract closeout) executing on-time and on-budget. Strong communication and negotiation skills for engaging with a wide range of public and private stakeholders on terms, conditions and price. Strong technical skills to perform complex administration required by procurement regulations and proven record of price and cost analysis. Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Minimum Education Requirement: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Minimum Experience Requirement: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. The ideal candidate is a Warranted Contracting Officer with experience managing complex projects, and providing sound contracting guidance, advice, and assistance to subordinates, and the Project Delivery Team. The individual must demonstrate the ability to effectively communicate with senior leadership within Contracting (including other Centers and Headquarters) and across the Center. Must be able to work independently and with little direct supervision.
