Code Compliance Specialist 1 (NYHELPS)

Job Responsibilities Provide technical assistance and training in code enforcement and administration activities. Provide advice and information concerning the New York State Uniform Fire Prevention and Building Code and the New York State Energy Conservation Construction Code. Inspect new and existing construction for compliance with approved plans, specifications, and the New York State Uniform Fire Prevention and Building Code and the New York State Energy Conservation Construction Code. Provide post‑disaster building damage assessments and supervise volunteer code enforcement disaster assistance response program participants. Provide research and analysis and process applications for variances to the New York State Uniform Fire Prevention and Building Code and the New York State Energy Conservation Construction Code. Statewide travel is required to the following counties: Delaware, Green, Columbia, Sullivan, Ulster, Dutchess, Orange, Putnam. Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Minimum Qualifications A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND: Either 1. a bachelor’s or higher degree** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND two years of full‑time qualifying experience*** as described below; Or 2. an associate’s degree** in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND four years of full‑time qualifying experience*** as described below; Or 3. Six years of full‑time qualifying experience*** as described below. Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above. Qualifying Experience: Experience in any combination of: Either 1. the enforcement, inspection, development, or teaching of building or fire codes; Or 2. the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer. Non‑qualifying Experience: Experience performing design, construction, or inspection of bridges and/or highways; labor law, wage or health and safety inspections/investigations not primarily related to building or fire codes; experience as a firefighter where your responsibilities do not include conducting fire or building code inspections as a primary assignment; and clerical or support duties associated with fire or building code inspections are NOT considered qualifying experience. To be considered for permanent appointments, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law. Additional Comments Applicants must be currently authorized to work in the United States on a full‑time basis. The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts. For more salary information please visit For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
