The Department of Justice’s National Fraud Enforcement Division (“Fraud Division”) investigates and prosecutes those who commit fraud against the American people. We fulfill our mission by using advanced data-driven investigative techniques; coordinating with agencies responsible for administering taxpayer-funded programs; partnering with federal, tribal, state, territorial, and local law enforcement on fraud-fighting efforts; developing systems and processes that ensure efficient identification and investigation of fraud; and equipping prosecutors and law enforcement with state-of-the-art tools and resources needed to bring criminal actors to justice. The Fraud Division works every day to protect the financial integrity of the United States of America, ensure the vibrancy of the American economy, and seek justice for victims of fraud.
Job Description
The National Fraud Enforcement Division, U.S. Department of Justice is seeking a qualified Supervisory General Attorney (General Counsel).
The General Counsel is the principal legal advisor responsible for providing expert advice and guidance to the Assistant Attorney General (AAG) for the National Fraud Enforcement Division (Fraud Division), Chief of Staff, Principal Deputy Assistant Attorney General (PDAAG), Deputy Assistant Attorneys General (DAAG) and other Fraud Division senior managers on assessing and mitigating significant legal, regulatory, strategic, management, compliance, and other risks across the Division. This position is responsible for the overall management and supervision of the Office of General Counsel (OGC).
As a General Counsel, the incumbent will:
- Advise Fraud Division leadership and senior managers on legal matters related to ethics, appropriations, procurement, human resources, and other administrative issues.
- Serve as a primary point of contact for investigations involving the Office of the Inspector General, Government Accountability Office, the Office of Professional Responsibility, the Equal Employment Opportunity Commission, and the Office of Special Counsel.
- Review proposed disciplinary actions (leave restrictions letters, reprimands, suspensions, performance-based actions) and provides guidance on EEO and employment law issues to managers and supervisors.
- Oversee mediations and settlement negotiations related to employment law.
- Administer and coordinate the Fraud Division's system of policies and procedures to ensure compliance with regulations and efficient business processes.
Qualifications
Required Qualifications: All applicants must possess a J.D., or equivalent, degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and have at least four (4) years of post J.D. legal experience with at least two of the following areas: (1) Standards of Conduct and Ethics, (2) Federal Employment Law; (3) and/or Equal Employment Law. Applicants must also be an active member of the bar in good standing.
Preferred Qualifications: Your qualifications will be further evaluated based upon the following competencies:
- Expert knowledge of federal personnel and employment law, to include litigation before the MSPB, EEOC, and OSC.
- Experience advising senior leaders (to include SES and political appointees) on employment related issues.
- Experience working in a General Counsel's Office within a federal agency.
