As part of TCEQ Administrative Services, you would help support the logistical and operational structure for TCEQ statewide – the business foundation for the whole agency. See details about what we do. This position is a member of our Information Resources Division. Here's What You'll Be Doing Coordinate records management functions and services for the Texas Commission on Environmental Quality (TCEQ). Coordinate and oversee the Texas Commission on Environmental Quality (TCEQ) Records Management Program by developing, implementing, and evaluating agency records management policies, procedures, and electronic records initiatives. Provide strategic leadership for enterprise records governance, electronic content management, records retention and disposition, public information support, vendor contract oversight, business process improvement, and compliance with state and federal records management requirements. Serve as the agency's subject matter expert on records management and collaborates with internal and external stakeholders to improve operational efficiency, regulatory compliance, and customer service. Serve as the contract manager and primary liaison for the outsourced Central File Room (CFR) vendor. Monitor contractor performance, service level agreements, audits, invoices, operational metrics, records processing activities, and compliance with contractual requirements. Evaluate contractor performance, identify operational improvements, resolve issues, and coordinate with agency stakeholders to ensure delivery of efficient, high-quality records management services. Lead projects to improve how the agency manages records and documents. Work on updating records systems, improving document processes, cleaning up records, ensuring quality, and making records easier to access. Work with IT, Legal, Open Records, and other teams to improve workflows and support updates to WebCenter Content (WCC) and other agency records systems. Key Qualifications Experience administering or coordinating a comprehensive records management program (including retention, disposition, governance, and State of Texas compliance), leading electronic modernization or workflow improvement projects, and handling Public Information Act (PIA) requests and records confidentiality laws. Experience serving as a contract manager, primary liaison, or oversight lead for outsourced records vendors or service contracts, including monitoring contractor compliance, service level agreements (SLAs), operational metrics, invoices, and performance audits. Experience providing professional customer service. Records Management Certification (CRM, Certified Records Analyst, or equivalent records management certification). Required Education & Experience A bachelor's degree from an accredited college or university plus five years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material. One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education. OR One year of graduate work (24 semester hours) in public administration, business administration, human resources administration, environmental resource management, planning, or in an area relevant to the position from an accredited college or university may substitute for one year of required experience, with a maximum of two years substitution allowed. Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor. Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.
