Find Your Future With Us at USDA – Animal Plant Health Inspection Service Job Summary This position is in the International Services (IS) Travel Services Branch (TSB) and is responsible for interpreting the Federal and Agriculture Travel Regulations, and for the coordination and development of all related policies and guidance for the Marketing and Regulatory Programs (MRP). Qualifications For the GS-07 Level: One year of specialized experience equivalent to the GS-05 grade level that demonstrates: gathering data in order to develop cost comparisons and reports; use of an automated system to prepare travel authorizations, secure travel arrangements, or process reimbursement; creation of written correspondence for management and customers. Education: One full year of graduate‑level education in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related; or Superior Academic Achievement: Completed the requirements for a bachelor's degree from an accredited institution and one of the following—class standing in the upper third of the graduating class, membership in a national scholastic honor society (excluding freshman honor societies), or meeting certain GPA requirements (3.0 or higher out of 4.0, or 3.5 or higher based on major coursework). For the GS-09 Level: One year of specialized experience equivalent to the GS‑07 level that may have been obtained in the private or public sectors which demonstrates: application of laws, regulations, policy and procedures affecting the authorities and payment of travel expenses to include domestic foreign and relocation travel; providing assistance to all levels of employees using electronic travel system; use of accounting system to de‑obligate funds and reconcile accounts. Education: Master’s or equivalent graduate degree in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related; or two full years of progressively higher level graduate education leading to such a degree. Transcripts are required if you are qualifying for the position based on education, experience and education combination, or superior academic achievement. Education must have been successfully completed from an accredited school, college, or university. Combination of education & experience at the GS‑7/9 grade level: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience includes paid and unpaid experience, including volunteer work through National Service programs and other organizations; volunteer experience may be credited. Major Duties The duties described are for the full‑performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Interprets regulations, laws, policies, procedures, and other information applicable to travel management. Provides training and assistance to program staff, field officials, and others on travel requirements and administration processes. Informs program officials of new or revised MRP, departmental, and government‑wide travel policies, and procedures. Participates in meetings, conferences, and work groups as designated to disseminate information prudent to travel policies, procedures.
