Heavy Equipment Mechanic Supervisor I (Night Shift 3:30PM - 12:00AM)

As a Heavy Equipment Mechanic Supervisor I, you will control work operations and supervise employees of the Heavy Mobile Equipment Mechanics group on your shift, including planning, assigning, and reviewing work, as well as performing mid- and long-term planning for the group. Heavy Equipment Mechanic Supervisor I Serves in the Airport Equipment Maintenance Division in the Airport Maintenance Department at Ronald Reagan Washington National Airport (DCA). Supervises maintenance and repair of heavy and light mobile equipment used at the Airport, such as grounds equipment; roadway and runway snow removal plows, brooms, and melters; and light trucks, cars, and tractors. Performs related functions. GENERAL RESPONSIBILITIES Participates with the Manager and Planner Scheduler in planning short- and long-range projects and replacement equipment requirements. Ensures sufficient quality and quantity of materials and equipment for upcoming projects. Establishes deadlines and priorities based on work schedules, work order designation, safety hazards, operational importance, emergencies, methods, and established policies. Determines the number and types of employees, materials, and equipment to perform work. Consults with the Planner Schedule to establish preventive maintenance schedules, adjust maintenance cycles, and ensure materials and equipment are available when needed. Reviews or develops statements of work, specifications, and cost estimates and approves or submits requisitions for materials, services, and small recurring contracts as required. Coordinates work with supervisors in other sections and divisions. Assigns work orders and recurring preventive maintenance functions for heavy mobile equipment repair work to mechanics. Oversees a Tool and Parts Attendant and shop warehousing function and participates in and certifies cycle count inventories. Inspects work in progress for proper procedures, materials, and safety practices and to ensure completion within assigned time frames. Inspects completed work for quality, quantity, timeliness, customer service, compliance with accepted trade practices. Acts as a Contracting Officer’s Technical Representative (COTR) on small service and materials contracts. Provides input to the Division Manager regarding the shop budget. Maintains the state vehicle inspection station and records for the shop. Conducts training on safety regulations and procedures and the proper use of materials and equipment. Assists journeymen equipment mechanics in responding to emergencies and with complex diagnoses or repairs. Uses equipment and tools of the trade to test and repair equipment. Uses computerized diagnostic and wheel alignment machines and analyzers to test electrical or mechanical components and equipment. Uses special tools such as oxygen-acetylene torches and welding and machining equipment to repair and fabricate components. Evaluates the merits of new equipment, tools, and supplies for use in the shop. Performs other duties as assigned. QUALIFICATIONS Five years of progressively responsible experience in the repair and maintenance of heavy mobile gasoline and diesel-fueled equipment that includes substantive work in mechanical and hydraulic systems and components and electrical troubleshooting. Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team. Ability to apply journey-level knowledge to personally perform and supervise others in the maintenance and repair of heavy industrial, commercial, and light automotive equipment and associated systems, subsystems, assemblies, and parts. Journey-level skill in troubleshooting, modifying, and making repairs and fitting, installing, and adjusting system/vehicle components for heavy equipment. Knowledge of the safety rules, regulations, and procedures needed to lead others in working safely. Ability to analyze data and information (diagrams and schematics) to perform work. Ability to speak and write effectively. Skill in using a computer, computerized work order, time and attendance system, and maintenance management system. PREFERRED QUALIFICATIONS Experience maintaining and repairing heavy equipment, including crash/fire equipment, construction equipment, snow removal equipment, buses, trucks, and police and passenger cars for a public or government entity. Five years of experience in large-hub airport airfield and runway snow removal operations. Environmental Protection Agency (EPA) Refrigerant Type 1 (Small Appliances) and Type 2 (High-Pressure) Certification; certification by the National Institute for Automotive Service Excellence (ASE) as an ASE mechanic; and Automotive Service Education Program (ASEP) Certification. Licensed by the Commonwealth of Virginia as a State Safety Inspector. EDUCATION A high school diploma or a Certificate of General Education Development (GED). CERTIFICATIONS AND LICENSES REQUIRED A state driver’s license in good standing. Licensed as a Class A Commercial Driver (CDL) with HAZMAT endorsement within 90 days of hire, promotion, or placement into the job. NECESSARY SPECIAL FACTORS Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. Operates vehicle landside and airside (requires AOA permit). Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal. May bend, crouch, and work in cramped positions; carries/moves objects weighing up to 100 pounds. Is subject to possible electrical shock, falls from large mobile equipment, burns, slips on oily flooring, and hazardous fumes and substances. May work for prolonged periods of time in noise levels in excess of 105db. Wears personal protective equipment as necessary. Ability to communicate clearly with the Air Traffic Control Tower and interpret instructions from the ATCT. A background security investigation will be required for all new hires.
