Program Summary
SUN Community Schools is a Multnomah County initiative that aligns community partners and resources to help reduce barriers that keep students from being successful in school and in life. Within each SUN Community School, the collective efforts of the school community, youth, parents, local businesses, faith communities, libraries, school districts and community organizations create a network to offer programs and activities to uplift students’ academic engagement & social-emotional development, meaningful family engagement, and resource navigation to access available community resources.
Position Summary
The SUN Community School Site Manager will mobilize and strategically organize community resources to provide:
- Academic support activities (after school hours and/or during out-of-school time)
- Social-emotional development activities for youth
- Enrichment and recreation activities for youth, adults, and families
- Resource navigation to access school/community resources like food pantries and health clinics.
- Family involvement and community events
- Volunteer opportunities
The work of the SUN Site Manager as well as activities to be implemented are performed at the respective school where the SUN CS program is housed. This position is the operational lead within the SUN Community School set up and will involve program budgeting, community outreach, program development and implementation, coordinate partner services, and providing direct supervision to staff and volunteers who form the SUN Team. This position is responsible for executing all contracted program deliverables. The SUN Site Manager will also support other programs or services integrated within their respective SUN Community School that may include Early Kindergarten Transition (EKT) or other transition programs, joint programming activities with other SUN sites, sports leagues, weekly pantry or food backpack distributions, and community garden projects. This position is responsible for ensuring that all program correspondence and reports for Multnomah County SUN Service System as well as other SUN associated programs are completed and submitted in a timely manner. Mill Park SUN CS and Menlo Park SUN CS are funded through Multnomah County, and as such, the SUN Site Manager is expected to perform and fulfill work outputs that meet contractual expectations of Multnomah County related to programming requirements, data tracking and reporting.

Community-awareness services are created by and for specific cultural communities with an emphasis on the voices and experiences of those groups. As a community-aware provider, we demand action to provide services to our most vulnerable populations to overcome disparities and service and outcome gaps that are plaguing our education system.
- We consistently deliver wrap around comprehensive programming to assist students and families. In concert with all that IRCO has to offer, SUN Programs operate as an interconnected web of support. By offering numerous programs and services, our Site Managers, SUN staff, IRCO youth academic school-based staff and community-based locations can meet families’ particular needs.
- IRCO’s mission perfectly aligns with SUN’s aim to improve student success through expanded academic support, exciting and inspirational enrichment activities, and health and social service resources for them, their families, and community neighbors.
Essential Functions
These essential job functions are fundamental to the performance of the job. Individuals are qualified to do the job only if they can perform all the essential functions of the job with or without reasonable accommodation. These are many, but are not all the necessary tasks the employee may be asked to perform:
- Collaborate with the principal, school staff and families to regularly survey the needs and interests of the school community. Develop SUN programming that aligns with the needs and interests of the school community.
- Collaborate with the principal to explore how SUN activities will be integrated in the School Improvement Plan to support student academic achievement, parent & family engagement, and community outreach.
- Develop programming strategies that align with outputs/outcomes required by Multnomah County’s SUN CS initiative and/or funders.
- Be able to complete in a timely manner, program reports (e.g., midyear and end of the year narrative report), and data entry requirements for Multnomah County, and other funding sources.
- Maintain a SUN Leadership Team comprising parents and key stakeholders to support family engagement and community outreach activities.
- Participate in School Leadership Teams (e.g. Student Intervention Team, Student Attendance Response Team, Grade Level Teams) and provide recommendations to align adopted student improvement plans with community awareness, lawful fairness in access and treatment, and universal access practices.
- Design and/or update SUN Partner Handbook as needed, so that all partners, staff and volunteers involved with conducting after school and out-of-school time activities are familiar with SUN safety and operational protocols.
- Provide regular onboarding and orientation to partners, staff and volunteers to create understanding of SUN protocols as detailed in the SUN Partner Handbook, proper use of school space, including school rules surrounding student behavior.
- Train and supervise new employees, including volunteers. Encourage and ensure optimal communication with staff and volunteers through regular meetings. Monitor and evaluate job performance of staff and volunteers.
- Work with IRCO SUN peers and IRCO HR to hire staff. Consult with supervisor and HR regarding staffing needs, disciplinary issues, work plans, and staff termination to ensure alignment with IRCO policies and procedures.
- Ensure all programming partners have sufficient space at the school, including access to the resources and supplies needed to provide their activities.
- Create and manage safety plans for SUN programs that are offered outside of school hours, including training partners, staff and volunteers on practices that ensure the safety of everyone in the building. Work with building staff to offer emergency drills after school. Follow the Multnomah County “Out of School Protocol”.
- Work with supervisors to develop and sign Memorandums of Understanding, Professional Service Agreements and other partner agreements with all entities conducting programming or activities as part of SUN.
- Develop registration and marketing materials for SUN related events and activities. Maintain communication with school staff, families and partners and make targeted efforts to register the students who will most directly benefit from the activity. Manage registration and create class and student schedules. Effectively communicate SUN program schedules to students, families, and school staff.
- Ensure confidentiality of student information. Communications frequently contain confidential/sensitive information necessitating a good understanding of HIPPA and FERPA standards.
- Manage program budget as directed by the SUN Supervisor or IRCO Admin.
- Ensure that all finance and HR records and reports are completed within the required time frames.
- Attend meetings assigned, including meetings at school, IRCO, systems level (internal/external SUN Site Manager meetings and crossover programming meetings), work groups and community meetings.
- Work with supervisor and IRCO Communications to conduct outreach activities promoting IRCO’s SUN Community Schools and Agency objectives, when assigned.
- Partner with school and school district to conduct culturally appropriate family and community engagement events.

- Excellent interpersonal, verbal and written communication skills required. This position communicates frequently with contacts both inside and outside of IRCO.
- Experience in conflict management and decision making with ability to balance interests from stakeholders and partners while implementing SUN programming roster and activities.
- Ability to make presentations to promote the SUN program or other assigned topics.
- Proven work attendance record including punctuality at work.
- Proven track record with record keeping, including maintaining activity and staff rosters, attendance and sign-in sheets, participant registration information, filing incident reports.
Physical, Mental, & Environmental Requirements
